Introduction
The New Haven Public Schools is seeking a dedicated and experienced professional to serve as the Director of Facilities. This key leadership role is responsible for overseeing the operations, maintenance, and long-term planning of school facilities across the district. The Director will work closely with municipal, state, and federal partners to implement capital improvement projects, ensure efficient facility operations, and maintain safe, high-quality learning environments for students and staff. PRIMARY FUNCTIONS
Responsible for the overall operations and maintenance of the facilities that comprise New Haven Public Schools. This includes the development and implementation of long-range facility plans and capital improvements; the development and execution of facilities work strategies in partnership with Municipal, State and Federal funding sources; and oversight of school construction projects.
TYPICAL DUTIES AND RESPONSIBILITIES
- Oversees the administration of all functions related to the operations of the school facilities department; i.e. buildings and grounds, district, and school custodial.
- Supervises, directs and administers all capital improvement projects in school facilities.
- Keeps all project documents for the New Haven Public School Building Committee.
- Serves as facilities advisor to the Superintendent, Board of Education, and Hartford School Building Committee, administrators, teacher and parents.
- Oversees the coordination of activities of maintenance and contracted services personnel with principals to maintain and improve building conditions.
- Represents the school district at various meetings at the discretion of the Chief of Staff.
- Proactively recommends changes in organization, processes and use of technology to enhance operations in terms of cost and service of schools.
- Provides detailed budget recommendations to address ongoing operational and preventive maintenance facilities need.
- Maintains accounting and reporting functions for Buildings and Grounds.
- In partnership with the Office of Human Resources, administers all personnel functions such as recruitment and selection, assignment, transfers, job descriptions, promotions, compensation, termination and performance management for all Buildings and Grounds personnel.
- Responsible for the purchasing and supply management functions as they apply to Buildings and Grounds operations.
- Participates in the grievance process and contract negotiations with appropriate collective bargaining units.
- Plans and executes long range facility plans with principals and building administrators.
- Coordinate with other City departments, including Engineering, Public Works, Parks and Recreation, Permitting (Livable Cities and Economic Development), etc.
- Provide reports and project updates to the Superintendent, Finance and Operations Committee, as well as the Board of Education.
- Performs other related duties as directed by the Chief of Staff.
EDUCATION, QUALIFICATIONS & EXPERIENCE
- Bachelor's Degree in Public Administration, Business Administration, Engineering, or Building Maintenance Administration.
- Appropriate advanced degree(s) preferred.
- Prior experience in a leadership position requiring administration of facilities operations and maintenance.
KNOWLEDGE, EXPERIENCE, SKILLS & ABILITIES
- Comprehensive knowledge of Federal, state and local laws, ordinances and codes pertaining to building construction, maintenance and labor relations.
- Preferred experience in building construction industries in designing various mechanical and electrical systems for buildings.
- Experience in the preparation and administration of a large multi-fund budget, and specifications and procurement of contractual services and equipment.
- Effective communication with diverse audiences, both orally and in writing.
- Comprehensive knowledge of the maintenance of mechanical and structural systems and state of the art techniques and equipment of plant operations.
- Demonstrated analysis, organization, and leadership skills.
- Manages time effectively.
SALARY, BARGAINING UNIT & TERMS OF EMPLOYMENT
This is a General Fund, "Tested" position. This position is included in a collective bargaining agreement with Local 3144, American Federation of State, County and Municipal Employees. Bargaining agreements available to review HERE.
General Funded hires into this class are not covered by Social Security and will not pay Social Security taxes. They instead participate in the City Pension; the employee contribution rate is 10% of pay.
Employment is contingent upon meeting Board of Education pre-employment requirements.
