Description:
  • As the Sr. Product Owner for a software development/IT modernization program. The candidate will work closely with customers, engineering, support, and administrative teams in an agile environment to understand contractual requirements, support agency and telecom vendor stakeholders and assist in facilitating a migration to a cloud environment. You will be part of a highly functioning management team and responsible for communication and collaboration with the development and customer teams. The ideal candidate will be able to thrive in managing cross-functional teams and demonstrate strong leadership abilities in a highly collaborative, fast-paced environment.
Essential Functions & Duties:
  • Facilitate federal agency representatives transitioning telecommunications and networking services to the Enterprise Infrastructure Solutions (EIS) contract vehicle.
  • Provide Conexus training to GSA and federal agency personnel on the utilization and specific complexities for utilizing the Conexus application.
  • Provide expertise and consultation to GSA Help Desk to better support agencies using Conexus.
  • Interface with application stakeholders and development team to refine, design and implement telecommunication ordering, billing, reporting and inventory solutions that effectively reflect the federal business needs.
  • Collaborate with the development team and stakeholders to relay relevant product concerns and promote continuous improvement for a complex web application.
  • Provide subject matter expertise, training, issue tracking and resolution support to federal agency personnel.
  • Support recurring Federal agency, vendor and Conexus team meetings focusing on issue resolution, new requirements, and inquiries specific to the federal procurement process for networking services and utilizing Conexus.
  • Drive team iteration execution and communicates with management and stakeholders.
  • Manage project conflicts, challenges, and dynamic business requirements to keep operations running at a high performance.
  • Presents high level project artifacts for executive-level management.
  • Support product owner(s) with intra-team dynamics with respect to priorities and scope.
  • Connect team's efforts with a savvy grasp of ecosystem and organizational context; prioritizes effectively based off business needs.
  • Oversee the delivery of multiple projects or initiatives on clear timelines.
  • Critically reviews, analyzes, and evaluates business systems and user needs, ultimately producing clear proposals, documentation and/or deliverables
  • Works closely with product owners and developers to convert business requirements into agile user stories for the development team
  • Applies analysis of business systems and software solutions to increase the efficiency and effectiveness of work processes for both current and future business needs
  • Conducts presentations and communicates product features to both technical and non-technical stakeholders, and aids in coordination and communication of cross-team initiatives
Skills, Qualifications and Certifications of Best Candidates:
  • 4+ years of experience in managing application development, software delivery lifecycle, and/or infrastructure development and administration in an Agile environment.
  • Experience in telecommunications services, infrastructure and technology.
  • Strong analytical skills, problem solving and conceptual thinking.
  • Extensive experience supporting federal agencies and their representatives
  • Experience working on agile software development projects
  • Strong understanding of the agile SDLC
  • Familiar with information and application technology architecture, governance, and data interfaces
  • General understanding of DevOps culture and tools; experience preferred
  • Experience working on, coordinating, and communicating on cross-team initiatives
  • Experience documenting acceptance criteria and user documentation
  • Proficient with requirements gathering tools; JIRA experience is a plus
  • Proficient with managing and updating Wiki documentation; Confluence experience is a plus
  • Proficient with presentation and web communication tools
  • Ability to communicate complex technical problems to a non-technical audience
  • Working within a structured environment, including the use of structured methods and approaches and modern development tools.
  • Ability to apply techniques for planning, tracking, change control and risk management to ensure scope, schedule, and contractual deliverables.
  • Sets clear expectations for team members; solicits, synthesizes, and delivers feedback.
  • Comfortable managing team members with different skill sets and areas of focus.
  • Manage project conflicts, challenges, and dynamic business requirements to keep operations running at a high performance.
  • Conduct root cause analysis to help teams continuously improve their practices to ensure maximum productivity.
  • BA/BS degree or equivalent work experience

Preferred Education & Experience: Commensurate experience in IT and in new and related older technology that directly relates to the required area of expertise.
Compensation for roles at Synergy varies depending on a wide variety of factors including but not limited to the requirements of the role; education and certifications; knowledge, training, skills and abilities; level of experience; geographic location; and alignment with market data, law, and other business and organizational needs. As required by local law, the posted pay range represents the lowest to the highest pay that Synergy believes in good faith it might pay for this particular job, depending on the circumstances. The disclosed range estimate has not been adjusted for the applicable geographic differential associated with the location at which the position may be filled. It is not typical for an individual to be hired at or near the top of the range for their role and compensation decisions are dependent on the facts and circumstances of each case.
A reasonable estimate of the current pay range is: $85,000 - $120,000.
