PRIMARY FUNCTION
Execute the daily tasks of Earned Value Management System within a rapid prototyping environment.

ESSENTIAL FUNCTIONS
* Support Projects and Programs in EVMS utilization.
* Perform EVM Analysis on each project on a weekly/monthly basis.
* Serve as Business Working Group point of contact for each project requiring EVMS.
* Lead Business Working Groups and Integrated Baseline Reviews with subcontractors and customers.
* Work with Control Account Managers on a monthly basis to update Estimates to Complete, and Latest Revised Estimates.
* Work with Control Account Managers and Project Team to prepare Performance Measurement Baseline for all projects upon contract award.
* Other duties as assigned.

SUPERVISORY RESPONSIBILITIES :
This job has no supervisory responsibilities. This position has the responsibility and authority to carry out assigned tasks. However, personnel with consistent and demonstrated skills in Leadership, Proactively getting involved in solving problems, communicating effectively within the Department and outside the Department will help the person with growth within the organization.

KNOWLEDGE, SKILLS, & ABILITIES:
* Basic Strong computer skills specifically using Microsoft Office Suite especially EXCEL; ability to learn additional computer skills or software programs. Experience/Knowledge of COBRA Earned Value System a plus
* Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals.
* Must be able to follow oral and written instructions
* Ability to write routine reports and correspondence
* Excellent interpersonal skills to work effectively and cooperatively with peers and management
* Must be trustworthy - will handle confidential information routinely
* Strong and eEffective oral and technical written communication skills to effectively and clearly communicate information to others customers and management. Ability to lead monthly customer meetings
* Ability to use general office equipment such as fax, phone, copier, etc.
* Ability to follow a process
* Strong professional customer service skills, including active listening, prompt service and follow-up.
* Ability to learn and understand corporate policies and procedures and how they relate to goals.
* Ability to perform basic mathematical computations, detect unobvious facts and issues, and exercise resourcefulness in resolving problems.
* Ability to multi-task.

QUALIFICATIONS:
* Must have Bachelor Degree in a Business or Finance area of academic study from an accredited college or university.
* 5+ years task related practical EVM expertise/experience in EVM execution. Experience in providing technical advice and assistance to internal and external customers on earned value with an emphasis on the analysis, evaluation, and validation of program cost / schedules, cost / scheduling systems, and cost / scheduling software tools.
* Requires a working knowledge of the Earned Value Management (EVM) Industry Standard, to include Cost Estimating, Estimate at Completion (EAC)/Estimate to Completion (ETC), Basis of Estimate (BOE), Integrated Baseline (IBR) /Over Target Baseline (OTB) /Over Target Schedule experience (OTS). Requires excellent communication skills and the ability to interface with all levels of an organization.
* Previous DoD EVMS experience.
* Project start-up experience.
* Must be able to obtain and maintain Government Security Clearance.
* Strong communication skills (verbal and written)
* Ability to pass a drug and background screening
