Role/Responsibilities/Qualifications

Stellar Solutions is seeking experienced Administrative, Contracts, and Finance specialists to support the National Reconnaissance Office (NRO) Office of Space Launch (OSL). In this capacity, successful candidates will serve the customers critical needs as the focal point for launch systems planning, acquisition, integration and operations.

In this role, your duties and responsibilities will include some or many aspects of the following:

    Establish and maintain effective working relationships with customers and other stakeholders both internally and externally
  • Provide direct support in the areas of office administration, calendar management, clerical services, travel services, team coordination, conference room management, visitor and meeting support, records management, and Director's Action Group support
  • Assist with the onboarding of new staff to OSL
  • Prepare weekly status reports and capture meeting minutes
  • Directly support pre-solicitation and solicitation activities, source selections, post-award contract execution and close-out activities
  • Develop tracking systems for action items and other areas as necessary
  • Leverage FAR/NAM knowledge to support contract actions, negotiations, dispute resolution, and pre/post-award protests
  • Track contractor use of Government Property and support the resolution of property issues
  • Provide financial support across the OSL enterprise and functionally coordinate with Business Plans and Operations to ensure consistent and repeatable processes and procedures are implemented across the organization
  • Perform various aspects accounting, finance administration and performance, cost estimating and program control
  • Provide earned value management and cost, schedule, and performance decision support capabilities
  • Provide support to the OSL Associate Chief Information Officer (ACIO) for launch enterprise Mission Information Technology and service capabilities across the OSL enterprise
  • Manage and support knowledge, information, collaborative tools and custom applications
  • Manage information throughout its many formats and through its entire lifecycle, as well as information resources (i.e., software, hardware, personnel, and funds) to accomplish mission and business objectives and improve performance
  • Create, maintain, or acquire designs and drawings, spare parts lists, vendor cut sheets, version description documents and schematics to assist with the organization and management that supports the NRO facility infrastructure
  • Apply configuration management tools and techniques

Required Qualifications:

  • Demonstrated ability to work independently and in a team environment
  • Excellent written and verbal communication skills including the ability to convey information in a clear and articulate manner to teammates and customers
  • Demonstrated ability to prioritize competing requirements and tasks and managing long-term tasks as well as short-term obligations
  • General knowledge of NRO/OSL or other relevant IC/DOD policies and procedures
  • Critical thinking skills
  • Excellent organizational skills
  • Travel may be required less than 25% of the time
  • TS/SCI w CI Poly

Desired Qualifications:

  • Direct experience working in or with NRO/OSL
  • Technical degree
  • Experience in all phases of space launch life cycle

Locations: Chantilly, VA, Cape Canaveral, FL, Los Angeles, CA, Vandenberg, AFB, or Colorado Springs, CO

The typical pay range for this position is USD $65,000 - $200,000 per year. Individual pay is determined by many factors including work location, job-related skills, experience, and relevant education or training. This position is also eligible for a discretionary annual performance bonus, retirement plan and other benefits (all included as part of package).
