The Role

The Senior Director, Public Sector Program Management is responsible for effectively aligning the people, processes, measurements, standards, resources, and technical solutions to enable delivery excellence across all customer project management lifecycle phases, including service delivery, network design, engineering, construction, and operations and maintenance (O&M) of their assigned portfolio of programs. The Senior Director will lead a large team that executes numerous simultaneous activities (technical and non-technical) across a range of programs that include network deployments and sustainment, contract performance management, compliance and regulatory oversight, financial program control. The role also emphasizes the need for continuous improvement, with significant customer and Lumen ecosystem coordination required to direct contract performancesuccessfully.

The Main Responsibilities
  • Directs activities of a department combining several disciplines or one discipline that is highly specialized and/or technically complex to achieve revenue, growth, and delivery expectations.
  • Develops and drives cross-functional, including both sales and non-sales teams, customer engagement strategies at an executive level to develop strong partnerships, support opportunity development, and to deliver world-class customer experience.
  • Responsible for developing and implementing a holistic approach to the development of tailorable program management frameworks that enable consistent delivery across the portfolio.
  • Implement a comprehensive process for the business to accurately assess financial performance vs. targets and regularly review strategic direction to support process improvements, including all key leading indicators from a financial and operational perspective.
  • Manage complex spend plans to ensure all cost-related aspects of the program are operating within established budgets; identify, assess, and mitigate financial and operational risks, proactively applying corporate resources and escalating to senior management as required.
  • Address key issues in organizing cross-functional delivery teams to determine the appropriate methodological approach to deliver clear, consistent communication across executive management, customers, and stakeholders relative to program delivery.
  • Motivate, coach, and develop program management individual contributors, managers, and directors; effectively resolve organizational conflict; remove implementation delivery and revenue generating barriers; and regularly provide positive recognition and feedback to employees and ecosystem partners.
What We Look For in a Candidate
  • Bachelor's degree or equivalent education and experience. Typically, 8 - 10 years' related experience and 3+ years' experience at a Director level are required; specific and demonstrated experience in portfolio management, leading large organizations, providing operational support, leading complex technology implementations, and/or managing complex networks is highly desirable.
  • Direct experience demonstrated advanced technical knowledge and/or span of control. Programs within the portfolio are deep in content, broad in scope, or both. Large programs require the seamless integration of multiple functional specialties.
  • Expertise in full lifecycle project/program/portfolio management, including a demonstrated ability to provide cross-organizational guidance and direction, proven experience managing complex scope, delivery schedules, and budget, along with the demonstrated ability to manage multiple, concurrent tasks.
  • Industry certifications preferred such as Project Management Professional (PMP), Information Technology Infrastructure Library (ITIL) foundation are highly desirable.
  • Strong written and verbal communication skills, along with a well-established executive presence, and the demonstrated ability to leverage experience, analytical problem-solving skills, and technical acumen to influence positive business outcomes is required
  • Proficiency using Microsoft Office applications (Excel, Word, SharePoint, Project, and PowerPoint) is required.
  • Demonstrated ability to build and maintain a winning culture of teamwork and transparency, where team members are committed to the goals and objectives of the organization is required.
  • Proven ability to develop high-performing teams that regularly achieve dynamic results in a matrixed environment is highly desirable.
  • Ability to travel at least 25%.
  • For clearance role requirements only: Candidate must be a US Citizen with an Active Top Secret/SCI clearance with Poly; ability to be cleared for additional program access as required; must maintain eligibility requirements for access to classified information via government security re-investigation.
Compensation

This information reflects the anticipated base salary range for this position based on current national data. Minimums and maximums may vary based on location. Individual pay is based on skills, experience and other relevant factors.

Location Based Pay Ranges:
$188,592 - $251,456 in these states: VA.
