DESCRIPTION OF WORK

As Director of the Bureau of Redevelopment, Capital, and Debt, you will direct the development and evaluation of cash flow estimates for capital funds and the General Fund; oversee and direct major components of the Commonwealth's capital budget; and advise the Secretary of the Budget and other state officials on topics including the need for bond issues, the current outlook of the municipal bond market, possible effects of proposed legislation, and the status of the financial reputation of the Commonwealth. Collaboration will be key for directing the development and drafting of materials for bond offerings in coordination with the bond counsel, Auditor General and State Treasurer's Offices, and the Budget Secretary, as well as fostering and maintaining a positive relationship with bond rating agencies and the investment banking community.

Our team will rely on you to ensure compliance with Securities and Exchange Commission regulations and other appropriate rules and regulations, and to establish major payment schedules for operating funds. This includes the preparation of debt issue schedules, directing the development of borrowing schedules, and directly issuing and managing or consulting on bond issuances for other Commonwealth agencies. You will also be responsible for the implementation of all Redevelopment Assistance Capital Program (RACP) policies and coordination with the Governor's office to recommend possible RACP projects that will provide economic, cultural, civic, recreational, and other important benefits. Work Schedule and Additional Information:

  • Full-time employment
  • Work hours are 8:30 AM to 5:00 PM, Monday - Friday, with a 60-minute lunch.
  • Telework: You may have the opportunity to work from home (telework) part-time, up to two days per week with three days per week in the office. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office in Harrisburg.
  • Salary: In some cases, the starting salary may be non-negotiable.

REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY

QUALIFICATIONS

Minimum Experience and Training Requirements:

  • Eight years of professional financial analysis, economics, or budgeting experience that includes or is supplemented by five years of experience involving capital cash forecasting and investments in the municipal bond market, and a bachelor's degree in economics, finance, business, or a closely related field; or
  • Eight years of professional financial analysis, economics, or budgeting experience that includes or is supplemented by five years of experience involving capital cash forecasting and investments in the municipal bond market, and four years of paraprofessional or technical experience in the field of economics or finance; or
  • Any equivalent combination of experience and training that includes or is supplemented by five years of professional financial analysis, economics, or budgeting experience involving capital cash forecasting and investments in the municipal bond market.
