Job Description:

  • This position is for credit and credit hours programs.
  • The Financial Aid Programs Specialist plays a crucial role in managing financial aid processes and supporting students.
  • The Financial Aid Programs Specialist will apply consistent policies and procedures that meet federal, state, and institutional requirements. Offer detailed information to students and parents about financial aid programs, application procedures, and eligibility requirements.
  • Advise students on financial aid options, helping them understand their eligibility and the application process. This position is in-person, on campus, and is not eligible for telework/remote. Hired person may be expected to work at any NOVA campus, based on business needs.


Role & Responsibilities:

  • Knowledge of and ability to interpret rules, regulations, and standards established by the College, state, and federal entities

  • Familiarity with computer applications related to financial aid as well as student information systems, plus flexibility and willingness to learn new systems.

  • Ability to work well with students, staff, and other offices for successful resolution of difficult problems.
  • Knowledge of People Soft student information system.
  • General knowledge of student loan procedures.
  • Ability to maintain accurate financial aid records
  • Ability to participate as a team member
  • Ability to understand and interpret rules and regulations and readily adjust to change.


Qualifications/Skills/Abilities Required for Position:

  • Some experience working in a financial aid office at a post-secondary institution of higher education
  • Some experience interpreting and applying federal and state regulations related to financial aid.
  • Strong customer service experience and skills.
  • An associate degree or 3 years of direct financial aid experience in a higher education setting.
  • At least one year working in a financial aid office.
  • Some experience working with PeopleSoft SIS or other Student Information Systems.
  • Effective communication skills for interacting with students and colleagues.
  • Strong attention to detail and analytical skills.
  • Strong experience with Microsoft Office Suite.


Preferred Qualifications:

  • Some experience reconciling and balancing financial accounts.
  • Financial aid related clock-hour experience.
  • Some experience in coordinating office tasks and managing multiple projects, organizing, tracking, and reporting information with specific attention to detail.
  • Some experience in a financial aid office coordinating workflow and interpreting and implementing state and federal programs.
  • PeopleSoft Student Information System experience
  • Experience in financial aid administration, reconciliation, and compliance.
  • Knowledge of and ability to interpret federal, state, VCCS, and institutional policies and procedures related to student financial aid.
  • Experience working with diverse student populations.


Typical Core Duties:

  • Analyze student financial aid applications to render eligibility determinations that are consistent with institutional, state, and federal requirements, to make awards, and to verify eligibility for disbursement of funds.
  • Assist in the analysis of documents and the linking of documents used to determine financial aid eligibility.
  • Analyze conflicting information to determine proper student status within the institution and for financial aid awards.
  • Verify financial aid information to complete the file review and award processes for credit and competency-based/clock-hour programs.
  • Provide front-line financial aid counseling and FAFSA completion assistance to students and their parents.
  • Advise students on financial aid options, helping them understand their eligibility and the application process.


Special Assignments:

  • May be required to perform other duties as assigned. May be required to assist the agency or state government generally in the event of an emergency declaration by the Governor.


Process Financial Aid:

  • Analyze financial aid applications to determine eligibility and identify discrepancies related to U.S. Department of Education database match failures for credit, competency-based, and clock-hour programs.
  • Thoroughly analyze a proportionate share of student financial aid applications to determine eligibility for Title IV programs.
  • Perform and complete the verification process to ensure guidelines have been met by federal regulations.
  • Review and adjust student budget and enrollment levels.
  • Review eligibility criteria: financial aid histories, loan defaults and/or Pell overpayments; satisfactory academic progress; U.S. Department of Education database match results and reject codes; resolve discrepancies; program eligibility, and other factors.
  • Package and prepare financial aid awards.
  • Handle renewal requests and corrections to financial aid applications.
  • Ensure students maintain eligibility by validating enrollment and academic progress.
  • Review documents received for completeness and accuracy.
  • To link complete files to student profiles through ImageNow/Perceptive Content.
  • Provide Financial Aid Student Counseling
  • Provide financial aid counseling and education.
  • Respond to student inquiries regarding the financial aid process and award/disbursement status information for credit, competency-based, and clock-hour programs.
  • Respond accurately and courteously to student inquiries regarding the status of their applications, appeals, awards, and disbursements.
  • Answer basic information regarding other internal/external areas.
  • Educate applicants about financial aid programs, application procedures, and award packaging.
  • Keep students informed about their financial aid progress.
  • Provide guidance on eligibility requirements and financial aid options.
  • Stay abreast of changes in regulatory requirements and financial aid programs as well as in college policies and procedures.


Measure for Core Responsibilities:

  • Use electronic methods daily to stay current on program changes and policies.
  • Demonstrate proficient use of and knowledge from financial aid and college websites and publications: NSLDS, IFAP, NASFAA, FAA Access to CPS Online, SCHEV, VCCS, and NVCC.
  • Read and respond to information provided by the College Financial Aid Office (CFAO).
  • Conduct research on problems before requesting assistance from the Assistant Director.
  • Know NVCC processes, policies, and procedures and be able to explain them to students.
  • Observe the highest standard of confidentiality in working with students, student records, and NOVA information.
  • Assist supervisor or director, as requested, with other projects and tasks.
  • Provide assistance in other areas as requested, such as preparation of reports, disbursement and reconciliation activities, the development of forms and correspondence, the review of professional judgment appeals, outreach activities within the community, telephone coverage, and responding to student and staff inquiries.
