The City of Aspen is an Equal Opportunity Employer Job Title: Management Analyst I/II Hiring Range: $62,899/annually - $84,074/annually Department: City Manager Classification: Exempt Position Summary: Performs professional-level duties and responsibilities in support of the City Manager's Office, consistent with the organization's values and mission statement. Directs or participates in gathering information, problem-solving analysis, research, writing, city management, administrative support, and project administration. Works closely with all City departments and the community to implement specific programs and special projects that meet departmental and City requirements. Supervision Exercised and Received: This position works under the direct supervision of the Senior Management Analyst (Housing Policy Analyst) in the City Manager's Office. This position is not responsible for supervising other city staff. Essential Job Functions: Organizational Development * Actively seeks out and maintains in-depth knowledge of organization, programs, and policies of City government. Develops strategies and plans on public policy issues. Researches policy, provides policy analysis for the development of actions for recommendation to the City Manager and Deputy City Manager. * Assists and participates in the development and implementation of goals, objectives, policies, and priorities for citywide government and the City Manager's Office. Project Management * Prepares and develops plans for projects and programs requiring coordination and collaboration with internal and external contacts, including City Council, City management, City staff, boards, commissions, other governments and other organizations and agencies. Develops and manages various contracts to implement city projects and programs. May draft a variety of city policies and procedures including but not limited to ordinances, policies, operational procedures and resolutions. Supports public works, affordable housing, customer service initiatives, and city manager's office projects. * Serves as a resource for city-wide digital accessibility. Community Engagement * Acts with the customer experience in mind, responds to requests promptly and provides effective services or solutions for customers. Finance and Budget Support * Supports the financial health of the City Manager's Department by working collaboratively with the Senior Project Manager. Prepares monthly financial reports. City Management Support * Performs a variety of high-level administrative support functions in the City Manager's Office, including assisting with administrative support duties of an advanced, complex, confidential, and sensitive nature while exercising professional judgment and discretion. This also includes working with the public and internal customers. Emergency Response * Serves as an emergency worker in response to emergencies that require the skills and abilities of the incumbent. * May be called upon to serve in emergency operations center activities or during large-scale emergencies. Minimum Requirements: Education: Bachelor's degree with major course work in government, political science, business, or related field. Experience: Two years of progressively responsible, in government, project management, organizational development, or other related public sector activities. Technical Knowledge: Must be proficient in Microsoft Word, Excel, and Outlook (Email). Must have a basic understanding of computers and online computer-based technology applications, which includes accessing web-based platforms. Licenses & Certifications: Must possess a valid Colorado driver's license or be able to obtain one within 30 days of start date. Must complete ICS 100 and 200 within the first six (6) months of employment. NOTE: Any combination of experience and education that would likely provide the required abilities, knowledge, and skills as determined by the City of Aspen may be substituted for the requirements above. Preferred Candidate: Master of Public Administration (MPA) or Master of Business Administration (MBA) or related master's degree is preferred. NOTE: This position requires a Criminal Background Check upon hire. Employment is contingent upon successful completion of a Criminal Background Check. Position Type and Work Hours: * Regular full time, hours may vary with workload. * Evening meetings will frequently be required in addition to or instead of normal hours, including but not limited to City Council meetings and work sessions.
