Police Communications Operator II

Office of Emergency Management and Communications

Police Dispatch Operations

Number of Positions: 38

(Additional vacancies pending budget approval possible)

Starting Annual Salary: $58,560.00

This position is open to current S.E.I.U & I.B.E.W. BIDDERS AND the PUBLIC. Only current City employees covered under the City's Collective Bargaining Agreement with the PUBLIC SAFETY EMPLOYEES' UNION - S.E.I.U. LOCAL 73 AND I.B.E.W. LOCAL 21 (BARGAINING UNIT 02) are considered BIDDERS and are eligible to bid. Qualified BIDDERS who properly submit a bid application will receive preference over any non-bidders.

Under general supervision, performs dispatching duties, communicating with police units via radio, telephone, or computer-aided dispatch systems to dispatch assignments, and performs related duties as required.

ESSENTIAL DUTIES

* Dispatches field units to report incidents of crime or emergencies requiring police services

* Prioritizes events to manage police resources optimally and without risking public safety

* Uses a computer-aided dispatch system with interactive mapping capabilities to enter dispatch information

* Operates radio, telephone, and computer console equipment to dispatch or broadcast assignments

* Receives information and requests for additional personnel and equipment from field units

* Informs field units of potential threats, risks, and hazards (e.g., involvement of weapons, hazardous materials, violent subjects)

* Dispatches police technicians, specialists, and investigators to incident locations

* Monitors the status of dispatched assignments

* Receives information requests from field units and relays information to supervisory personnel

* Receives requests from the public for police, fire, or emergency medical services from the public

* Forwards calls not related to police services to the appropriate agencies

* Solicits descriptive information from callers to determine locations and nature of problems

* Uses GPS to track field unit movement

* Provides on-the-job training of new hires, as required

Days Off: Rotating Days Off (employees are required to work on weekends and holidays)

Watch/Shifts: Various (1st, 2nd & 3rd Watch)

Hours: 10:00 p.m. - 6:00 a.m.; 6:00 a.m. - 2:00 p.m.; 2:00 p.m. - 10:00 p.m.

*MAY REQUIRE OVERTIME

NOTE: The OEMC is operation 24/7

Qualifications

MINIMUM QUALIFICATIONS



  • High School Diploma or equivalence certificate (GED), plus three years of work experience performing high volume public contact work that requires soliciting information either in-person, via telephone or radio
  • OR three years of work experience conducting telephone interviews and/or surveys
  • OR eighteen months of work experience in receiving and processing or dispatching emergency calls
  • OR eighteen months of professional law enforcement officer experience
  • OR an equivalent combination of education, training, and experience


LICENSURE, CERTIFICATION, or OTHER QUALIFICATIONS

* As of the date of application, candidates must have reached their twentieth birthday

* Successful candidates must complete a computerized, job simulation/skills assessment test with multiple components including a keyboard exercise which requires a typing speed of thirty (30) words per minute

* LEADS certification is required prior to completion of probationary period

SELECTION REQUIREMENTS

This position requires applicants to successfully pass a written test/skills assessment with multiple components and affirmatively answer a Willingness and Ability Questionnaire. Test results will be sent out by the Department of Human Resources after the test results have been compiled and analyzed. Applicants who successfully apply for the position, meet the minimum qualifications, and possess the qualifications best suited to fulfill the responsibilities of the position will be hired in seniority or lottery/random order. If you are a bidder, you will be selected in seniority order according to the collective bargaining agreement.

Preference will be given to candidates possessing at least one of the following:

Intro to Emergency Management & Communications (OEMC) Course Certificate from the City Colleges of Chicago Preference: The City of Chicago offers a preference to individuals who have successfully completed the City of Chicago/City Colleges of Chicago partnership program resulting in a certificate of completion for the Introduction to Emergency Management & Communications (OEMC) course. In order to receive the OEMC/EMC Preference, candidates need to indicate whether or not they successfully completed the program by answering "yes" or "no" to the question on the online application that asks, "Did you successfully complete the City Colleges of Chicago Introduction to Emergency Management & Communications (OEMC) Certificate Program and do you want to be considered for this preference?" In addition, you must attach documentation to verify your successful completion from the City Colleges of Chicago. You must attach a copy of your City Colleges of Chicago - Introduction to Emergency Management & Communications Completion Certificate. Failure to answer the question and attach the required documentation will result in you not being considered for the preference.

NOTE: A copy of your official transcripts, licenses, valid U.S. Driver's License, or training certificates will be required at time of processing, if applicable.
