Job Summary

Leadand oversee company's Emergency Preparedness and Response (EP&R) team to develop plans and actions that mitigate against, prepare for, respond to and recover from for various incident types that may impact an electric and natural gas utility. Familiar with the National Incident Management System or Incident Comm and System. Responsible for the centralized administration and coordination of EP&R and business continuity planning for the company. Ensure change management processes are followed, including maintenance of the EP&R and Emergency Operations Plan (EOP) plans, change control, management of employee rosters and the identification and remediation of gaps in EOP/EP&R plans. Manages planning and facilitation of annual EOP/EP&R drills, tabletop exercises and after-action reviews. Identify and coordinates training needs associated with emergency response. Works closely with cross functional teams to execute EP&R objectives. Interacts and communicates with various levels of leadership, including senior level management.

Essential Functions




  • Leadsthe administration and coordination of emergency operations preparedness and response and business continuity planning for the company.


  • Develop, track, and analyze and report out on key performance indicators for emergency preparedness and response.
  • Maintain an understanding of industry trends and best practices; make recommendations and communicate updates to stakeholders.
  • Oversee and direct change management to include a central repository for all EOP/EP&R documentation and adherence to management of change processes, and appropriate communications for all plan changes.
  • Manage and maintain the storm rosters for the company that documents all storm duty-eligible employees, roles, and responsibilities in the database.
  • Creates and maintains job descriptions for EP&R roles.
  • Analyze EP&R processes to identify process gaps and manage the continuous improvement process activity to close gaps
  • Oversees the planning and facilitation of disaster drills, exercises, and after-action reviews.
  • Analyzes results of drills, exercises, and after-action reviews; makes recommendations for improvement, develops new plans as needed, and tracks completion progress of open items.
  • Knowledgeable of emergency management best practices and trends; analyzes data, makes recommendations, and works collaboratively to implement updates to internal processes and procedures as needed.
  • Identifies training needs for various EP&R roles and coordinates development, assignment and tracking of training requirements
  • Responsible for updates to the EOP manuals and EP&R processes and procedures to assure content is current and reflects best practices.
  • Maintain and enhance communications related to EOP and EP&R, including maintenance of the EOP page on CNP Today and the communication of plan changes
  • Builds and maintains relationships with industry peers and other utility organizations.
  • Knowledgeable of all applicable regulatory requirements and impacts to EP&R.
  • Knowledge of the National Incident Management System (NIMS) and understanding of how to operate and Emergency Operation Center (EOC).
  • Attend industry conferences and events.
  • Work collaboratively and support multiple functions to execute ER&P goals and objectives.



Education Description




  • Bachelor'sdegree from an accredited college or university. A major in Emergency Management, Public Safety, Public Administration, Engineering or a related field is preferred.





Experience




  • Requires seven (7) years of utility experience or disaster and emergency planning or participation experience preferably in an organization utilizing the Incident Command System. Certification as an Emergency Manager is preferred.

  • Knowldgeof the laws and regulations governing emergency management.


  • Knowledge of the Incident Command System.
  • Knowledge of emergency and/or disaster planning principles and practices.
  • Knowledge of departmental policies and procedures.
  • Skill in managing and coordinating disaster recovery operations.
  • Skill in both verbal and written communication.
  • Skill in the use of a computer and related software.
  • Ability to analyze and improve multiple parallel processes associated with emergency management
  • Ability to establish and maintain effective working relationships.
  • Ability to analyze information under emergency operating conditions and directing the course of action to be taken.
  • Able to use PC software including proficiency with word processing, spreadsheets, database management, graphics and report writers.
  • Able to prioritize work based on current information and concentrate efforts accordingly.
  • Able to adapt quickly to changing demands and to demonstrate flexibility in the face of change or uncertainty.
  • Able to interact with all levels of management and employees.
  • Able to perform well in a team environment.
  • Able to utilize strong interpersonal skills to communicate effectively with co-workers, customers, contractors and the community and exercise tact, diplomacy and good judgment even under stressful conditions.
