Job Description:
The Manager of Electrical Engineering oversees the South & Central Capital Delivery Electrical Engineering teams whose primary function is to provide electrical engineering services and support to safely execute high quality capital projects on-schedule and on-budget. This position is responsible for design phase quality, standardization and programmatic design execution in California supporting Cal Water's Capital Delivery Electrical Engineering team whose primary function is to provide engineering services and support to safely execute high quality capital projects on scope, schedule, and budget. The Manager of Electrical Engineering works with the Manager of Capital Delivery Electrical to maintain, develop, innovate, and train on technical standards, procedures and tools for Capital Delivery team. This position can be located in Bakersfield, Torrance, or San Jose and reports to the Manager of Capital Delivery - Electrical Engineering.
ESSENTIAL FUNCTIONS:
Supervises staff, including prioritizing and assigning work, conducting performance reviews, and overseeing training and development, and making hiring, termination and disciplinary recommendations Maintains and develops technical standards, details, specifications and templates for Capital Delivery Electrical team working with other technical owners, subject matter experts and outside consultants Maintains, develops and documents engineering and design processes, procedures, and tools, and supports the technical development and training of Capital Delivery Electrical Engineers with Capital Delivery Electrical Manager's support Works directly with Design Center Manager and Capital Delivery Electrical Manager to support the Technical Standards Advisory Committee in the development, review and innovation of company-wide technical standards Develops and executes a technical quality assurance and control program including directly overseeing and ensuring technical accuracy and compliance with standards for Capital Delivery Electrical work product Supports in ensuring quality and consistency of work completed by outside consultants, supports the team in decisions to outsource and in appropriate consultant selection Supports project completion lessons learned assessments and leads lessons rollback to technical standards, process, procedures, and tools. Assists in the development of long-range vision, mission, and strategic planning processes for the Capital Delivery Electrical Engineering team Oversees capital projects to ensure completion on schedule and on budget and drives recovery strategies to ensure capital project completion goals for the South & Central Capital Delivery Electrical Engineering teams are achieved Continually assesses team workload versus capacity to ensure service and timely project completion and recommends alternative approaches as needed to achieve goals Reviews/approves all technical documents produced to include plans, specifications, correspondence, requests for proposals (RFP), justifications, estimates and bids received Provides emergency support to district Operations during Public Safety Power Shutoff (PSPS) or other emergencies Supports the Technical Services department in the delivery of Supervisory Control and Data Acquisition (SCADA) projects as needed Participates in special projects including due diligence for acquisitions and various corporate goals Assists in capital budget preparation, including cost estimates and justifications, and budget summaries for rate case submission for electrical projects Interacts with and consults various public and private agencies, including the Public Utilities Commission (PUC) and the Division of Drinking Water (DDW) Provides recommendations for improvement to engineering and business processes within the department and the Company Participates in and supports the Company's Continuous Improvement program and projects Performs work on-site in the assigned office location Performs other duties as assigned Attends meetings and training as directed by California Water Service Company
MINIMUM QUALIFICATIONS
Bachelor's degree in Electrical Engineering or related field and/or equivalent relevant experience California Professional Engineering License in Electrical Engineering Three years of progressive electrical engineering experience in water utility engineering design, project management, and construction management Supervision experience desirable Project Management Professional (PMI) certifications desirable Water Distribution and Water Treatment Operator Certifications desirable Valid California Driver License Knowledge of supervisory principles, practices, and techniques Detailed Knowledge of National Electrical Code (NEC) Knowledge of water system engineering, operations, and maintenance Knowledge and ability to use Microsoft Office applications to create spreadsheets, presentations, and Word documents Knowledge and understanding of the PUC rate case process and financial principles, including familiarity with the PUC Uniform System of Accounts Knowledge and understanding of basic accounting and financial principles Knowledge of programmable logic controls Knowledge of low and medium voltage motor controls, low and medium voltage power distribution, instrumentation and control systems, radio communications systems, SCADA systems, and programmable logic controller system design and programming Ability to perform a wide variety of duties and responsibilities with accuracy and speed under the pressure of time-sensitive deadlines Ability to make technical decisions and strive for consensus with engineering managers and district staff Demonstrated knowledge of project management, including project bidding, budget, and contract negotiations processes Ability to communicate well, both verbally and in writing, with all levels of employees and management Ability to understand and write policies, procedures, and instructions Ability to communicate and maintain effective working relationships with outside contractors, vendors, consultants, regulators, and staff in districts, departments, and engineering Ability to write clear and concise general and technical reports and perform engineering computations Leadership skills and ability to develop and motivate employees Demonstrated time management and organizational skills Demonstrated commitment to excellent customer service Good problem-solving and troubleshooting skills Flexible and able to prioritize work
