Part-time Observability and Monitoring Engineer -- JOMIS (20 hours/week, 6-month remote assignment)

Ellumen is a dynamic IT business based in Silver Spring, MD, and a three-time Top Workplace Award recipient by the Washington Post. We specialize in delivering a comprehensive range of information technology services to both government and commercial customers.

This role supports our Defense Health Agency project, aiding the Joint Healthcare Modernization efforts. This position will oversee and guide service desk and system monitoring solutions that enable the Joint Operational Medicine Information Systems (JOMIS) to better support Military Services and end users through modernized healthcare solutions.

We are seeking a highly skilled part-time Observability and Monitoring Engineer to join our team for approximately 6 months. In this remote position, you will be responsible for overseeing critical monitoring services for key JOMIS products, including the Health Care Delivery (HCD) platform, Military Health System GENESIS Theater (MHSG-T), Theater Blood (TBLD), MedCOP, and OMDS systems. You will also be responsible for training internal resources to take over the monitoring solution as we move into operational mode. Your expertise will directly contribute to the overall effectiveness of the military healthcare modernization initiatives.

Key Responsibilities:


  • Use Splunk for log ingestion, query creation, alerting, and dashboard development.
  • Design and implement monitoring solutions for large-scale, distributed, multi-application environments.
  • Collaborate with development and operations teams to define key metrics and logs for monitoring.
  • Analyze current data ingestion methods for improvement of monitoring performance.
  • Administer and monitor key applications, including HCD Platform, MHSG-T, TBLD, MedCOP, and OMDS.
  • Provide mentorship and training with junior monitoring engineers and help desk personnel.
  • Set up and tune alerts to reduce noise and highlight critical system issues.
  • Utilize AWS services to manage and monitor system and application performance.
  • Apply SRE/DevOps principles to improve observability and incident response processes.
  • Maintain a strong focus on application performance monitoring (APM) principles and tooling.
  • This is not an all-inclusive list of responsibilities. Other tasks may be assigned as needed.



Qualifications:

Position requires US Citizenship and ability to obtain/maintain Public Trust (Active clearance preferred)


  • Proficiency in AWS Services and cloud-based monitoring solutions including Cloudwatch.
  • Hands-on experience with Splunk, including log ingestion, search queries (SPL), alerting, and dashboard engineering.
  • Proven experience designing and developing data ingestion schemes via Splunk forwarders and HTTP Event Collector methods or equivalent platforms.
  • Experience in Windows Server administration, focusing on services, performance counters, and event logs.
  • Experience with Linux system administration, including log management, system tuning, and CLI tools.
  • Solid understanding of information security principles and their application in monitoring a highly secure environment.
  • Experience in DoD IL5 and 6 environments is strongly preferred.
  • Proven experience designing and implementing system monitoring in large, distributed environments.
  • Familiarity with SRE/DevOps practices, observability, and incident response.
  • CompTIA Security+ or IAT II equivalent certification is strongly preferred.
  • A deep understanding of networking concepts and their relationship to system/application monitoring.
