Position Summary: The Director of Information Services plays a critical leadership role in ensuring that Volunteers of America Oregon's technology infrastructure, systems, and services effectively support strategic priorities, clinical service delivery, and operational efficiency. Reporting to the Chief Organizational Strategy Officer, this position oversees IT governance, cybersecurity, vendor relationships, and the organization's Electronic Health Record (EHR) system. The Director ensures the secure and effective use of information systems across the organization, aligning technology strategy with long-term organizational goals. This position supervises internal IT staff, manages outsourced vendors, and provides cross-departmental support for data, analytics, billing, and compliance. Education, Training, and Experience:
- Bachelor's degree in Information Technology, Computer Science, Business Administration, or a related field; or a combination of education, experience, and training.
- 5+ years of experience in IT leadership, systems management, or infrastructure oversight.
- 3+ years of experience in a healthcare, behavioral health, or nonprofit setting preferred.
- Experience leading, coaching, and evaluating IT team members and vendor partners.
- Experience managing EHR platforms, IT service providers, cybersecurity, and enterprise software.
- Familiarity with HIPAA, 42 CFR Part 2, and other regulatory requirements related to IT systems and data privacy.
- Certifications such as CompTIA Security+, PMP, or ITIL preferred.
Other Eligible Requirements:
- Must complete a criminal history background check and receive authorization from the State of Oregon's Background Check Unit.
- Must not be excluded from participation in federal healthcare programs, including but not limited to listings on the Office of Inspector General (OIG) List of Excluded Individuals/Entities and the System for Award Management (SAM) exclusion list.
- Must have an active driver's license, current insurance, a reliable vehicle and ability to meet VOA Oregon's and VOA Oregon's insurer's driving standards to travel between worksites and meetings.

Essential Duties and Responsibilities:
- Oversee the organization's IT infrastructure, cybersecurity, and EHR system to ensure secure, reliable, and scalable systems that enable quality service delivery and strategic growth.
- Provide leadership and supervision to the IT team, supporting a culture of innovation, accountability, and collaboration, while helping shape the department's structure as organizational needs evolve.
- Lead the selection, implementation, and optimization of technology platforms to support organizational needs, aligning digital strategies with organizational goals.
- Manage contracts and relationships with IT vendors, including outsourced helpdesk, software providers, telecom, and hardware support, to ensure high performance and accountability.
- Serve as the organization's primary liaison with EHR vendors and ensure that system functionality supports clinical workflow, billing compliance, and population health strategies.
- Collaborate with the Chief Organizational Strategy Officer to implement strategic IT initiatives, performance measurement systems, and technology-enabled quality improvement processes.
- Ensure information security, privacy, and compliance with regulatory standards such as HIPAA, 42 CFR Part 2, and cybersecurity best practices, safeguarding client and organizational data.
- Develop and maintain IT-related policies and procedures, ensuring they are aligned with compliance, accreditation, and risk mitigation requirements.
- Support strategic reporting and data integration efforts in coordination with Quality Assurance and Data Analytics to strengthen evidence-based decision-making.
- Lead incident response planning and disaster recovery strategy to maintain business continuity and operational resilience.
- Partner with cross-functional teams to assess emerging technologies and recommend adoption paths that improve client outcomes and service delivery.
- Participate in accreditation and audit processes to ensure systems and documentation meet compliance standards.
- Support organizational training related to technology systems, data privacy, and cybersecurity to enhance digital literacy and security awareness.
- Coordinate IT budget planning and support forecasting, ensuring alignment of technology investments with organizational priorities.
- Oversee IT asset management, including hardware/software lifecycle, inventory control, and license compliance.
- Ensure systems meet payer requirements, including claims submission standards and audit-readiness.
- Support cross-functional data initiatives, including integration of IT systems with finance, HR, and clinical operations to streamline technology workflows.
Knowledge, Skills, and Abilities:
- Knowledge of enterprise IT systems and architecture, including infrastructure, cloud services, and networking, to ensure operational reliability and scalability.
- Knowledge of EHR platforms and clinical documentation systems to ensure alignment with clinical workflows, billing requirements, and population health strategies.
- Knowledge of data security, privacy, and compliance regulations, including HIPAA, 42 CFR Part 2, NIST cybersecurity frameworks, and state-specific health IT laws.
- Knowledge of IT governance and risk management frameworks to guide strategic decision-making and ensure accountability.
- Knowledge of vendor and contract management best practices to optimize service delivery, ensure cost-effectiveness, and hold partners accountable.
- Knowledge of accreditation and regulatory requirements (e.g., CMS, CARF, Joint Commission), or the ability to quickly acquire and apply this knowledge in practice.
- Skilled in leading cross-functional IT projects using project management methodologies, ensuring timely execution and stakeholder alignment.
- Skilled in managing helpdesk and technical support systems, triaging service requests, tracking trends, and improving response quality.
- Skilled in assessing system performance and infrastructure metrics to identify risks, troubleshoot issues, and implement solutions.
- Skilled in developing and overseeing cybersecurity strategies, policies, and incident protocols to proactively mitigate risk, ensure compliance, and protect organizational assets.
- Skilled in supervising and developing IT professionals and third-party vendors, including setting goals, providing coaching, and conducting performance evaluations.
- Skilled in developing and managing IT budgets, including forecasting, cost analysis, and resource prioritization to align with strategic goals.
- Skilled in data integration and interoperability, supporting cross-system workflows between clinical, administrative, and financial platforms.
- Skilled in facilitating end-user adoption of technology tools, including training, documentation, and troubleshooting to maximize usability.
- Skilled in incident response planning and disaster recovery design, ensuring business continuity and organizational resilience.
- Ability to align IT strategy with organizational goals by supporting KPIs, reporting, and performance evaluation frameworks in collaboration with executive and quality leadership.

Supervisory Responsibility: This position provides direct supervision to the HR Manager and oversees external technology vendors, ensuring alignment with organizational goals, service standards, and contractual expectations. The role will also supervise additional positions as needed to meet evolving organizational priorities. Work Environment:Works in a professional office setting.This position will be assigned to work onsite at the administrative office, located at 3910 SE Stark Street, Portland, OR 97214. After completion ofthe onboardingperiod, the Director of Information Services may be eligible to telework for a limited number of days per week, subject to supervisor and organizational approval. Expected Hours of Work: This is a full-time, exempt position. Normal business hours are Monday through Friday, and the role is expected to average 40 hours per week. Evening or weekend hours may be required to meet organizational needs or respond to time-sensitive issues.
