Job Description

We are seeking a Program Manager (PM) to join our team in Washington, DC.

Responsibilities:



  • Serve as the primary point of contact for SEA 21 leadership, ensuring responsive and effective communication
  • Provide full oversight of contractor program performance and execution of contract requirements
  • Manage daily contractor operations, including hiring, employee supervision, subcontractor coordination, quality assurance, and cost control
  • Oversee project scheduling and ensure adherence to timelines, milestones, and deliverables
  • Identify and mitigate risks while maintaining contract compliance and alignment with government objectives
  • Direct task order performance and provide strategic leadership to ensure program success
  • Analyze contractor processes and implement improvements to enhance efficiency and effectiveness
  • Lead regular communication with internal teams and government stakeholders to ensure program alignment and transparency
  • Guide and support team members, ensuring high performance and professional development across the project staff

Job Requirements

Basic Qualifications:



  • Active Secret Clearance
  • Bachelor's degree in a business, financial, or related field
  • Minimum of 10 years of professional experience in program or project management
  • Demonstrated experience overseeing contractor performance and ensuring quality and compliance
  • Proven supervisory experience, including personnel oversight and team leadership
  • Direct experience in Navy Project Management
  • Strong communication skills, with the ability to engage with senior government officials and stakeholders
  • Ability to travel (up to 10-15%) for site visits or stakeholder meetings


Preferred Qualifications:



  • Master's degree in a business, financial, or related field
  • Project Management Professional (PMP) Certification
  • Over 12 years of experience in program/project management roles, preferably in defense or government contracting environment

Required Knowledge, Skills, & Abilities (KSAs)
- Proficient in managing day-to-day contract operations, including staffing, subcontractor coordination, cost control, and quality assurance
- Skilled in project scheduling, milestone tracking, and proactive risk mitigation
- Capable of independently executing complex program management tasks to a high standard
- Experienced in analyzing and refining contractor processes to drive efficiency and improve outcomes
- Demonstrated ability to lead teams, facilitate meetings, and support mission-aligned strategic planning
- Provides mentorship and oversight to junior and mid-level project personnel
