Job Description

NetImpact Strategies has an opportunity for a Program Manager with deep expertise in full stack development and IT operations to join our Professional Services team. The successful candidate will lead delivery of complex federal programs that span traditional datacenter and hybrid cloud environments. This role requires a strong foundation in managing and modernizing enterprise-scale web applications built on .NET, Java, and Node.js technologies. The Program Manager will serve as a trusted partner to clients and oversee delivery teams aligned to Agile and DevSecOps principles, ensuring all services meet client goals, budget expectations, and performance standards.

Responsibilities
    Provide overall leadership to multi-disciplinary teams delivering IT operations and full stack application support.
  • Oversee IT service delivery and modernization efforts for web applications running in traditional datacenters and hybrid cloud platforms.
  • Collaborate with clients to translate business needs into cost-effective, scalable solutions using .NET, Java, and Node.js stacks.
  • Lead programs that include software development, application support, infrastructure operations, and DevOps integration.
  • Develop and maintain Integrated Master Schedules (IMS) to track program milestones and dependencies.
  • Drive continuous improvement and recommend modernization strategies that enhance agility, security, and performance.
  • Serve as a senior escalation point and guide resolution of complex incidents and technical challenges.
  • Foster a culture of proactive communication, trust, and excellence across delivery and customer engagement teams.
  • Contribute to strategic initiatives, whitepapers, and roadmap development for agency-wide transformation goals.
  • Manage budgets, staffing plans, performance reviews, and overall program execution.


Qualifications

Required

  • BA/BS degree in Business, Information Systems, or a related technical field.
  • 7+ years of experience in IT project/program management, including web and infrastructure operations.
  • Strong background in full stack development and operational support across .NET, Java, and Node.js applications.
  • Demonstrated experience managing programs hosted in traditional datacenters and transitioning to hybrid or cloud-native environments.
  • Proven leadership in supporting enterprise systems using Agile, DevOps, or ITIL-based frameworks.
  • U.S. Citizenship required
  • Ability to obtain a Public Trust clearance.
  • Experience leading cross-functional teams supporting full stack web applications.
  • Understanding of IT operations, application performance, and infrastructure monitoring best practices.
  • Strong ability to communicate technical concepts to diverse stakeholder groups.
  • Proficiency in MS Project, Atlassian tools (Jira, Confluence), and MS Office suite.
  • Ability to anticipate client needs and proactively offer solutions aligned with mission outcomes.
  • Working knowledge of IaaS, PaaS, SaaS, and technologies such as AWS, Azure, Kubernetes, Jenkins, and SQL Server.

Preferred

  • Certifications such as PMP, SAFe, AWS, or DevSecOps are a plus.
  • Previous Federal Consulting Experience
