JOB TITLE: SCRUM Master

GOVERNMENT AGENCY: Federal Bureau of Investigation (FBI), Infrastructure Services & Back Office Support (ISBOS)

LOCATION: Remote; Employee must reside within a 50-mile radius of Clarksburg, WV in order to be available to come on-site to FBI facilities in Clarksburg, WV for on-call support in the event of an outage or for scheduled maintenance.

POSITION TIMING: Contingent on award; expected contract start date June 2025

ITC is seeking an experienced Scrum Master/Agile Project Manager to join our team supporting the Federal Bureau of Investigation (FBI) Criminal Justice Information Services (CJIS) Division. In this role, you will play a pivotal part in driving Agile practices, fostering high-performing teams, and delivering mission-critical solutions that empower law enforcement and national security operations across the country.

As a key facilitator and change agent, you will lead Agile ceremonies, coach teams on Lean-Agile principles within the SAFe framework, and work closely with Product Owners and stakeholders to ensure alignment, transparency, and delivery of objectives. Your responsibilities will include guiding teams toward continuous improvement, removing impediments, and maintaining a collaborative, results-oriented environment.

The ideal candidate brings a strong background in Agile methodologies, hands-on experience with Jira and Azure DevOps, and exceptional leadership and communication skills. Experience with FBI or other federal programs is a significant plus, and a Top Secret clearance is required.

Possess and apply a comprehensive knowledge across key tasks and high impact assignments.
• Plan and lead major technology assignments.
• Evaluate performance results and recommend major changes affecting short-term project growth and success.
• Function as a technical expert across multiple project assignments.
• May supervise others.
• Facilitate for an agile development team within the SAFe framework.
• Lead the organization and change agent for Lean-Agile techniques, processes, and principles.
• Help the other team members communicate, coordinate, and cooperate; with the goal of assisting the team meet their Iteration Objectives.
• Support and reinforce the team rules.
• Facilitate the team's progress toward team goals. Continuously engaged in challenging the team to improve performance, quality, predictability, and velocity.
• Lead team efforts in relentless improvement - Help the team improve and take responsibility for their actions; facilitate the team retrospective. Teach problem-solving techniques and help the team become better problem-solvers for themselves.
• Facilitate meetings - Facilitate all team meetings, including (where applicable) the Daily Stand-up, Iteration Planning, Iteration Review, and Iteration Retrospective.
• Support the Product Owner - The Scrum Master shall assist the Product Owner in their efforts to manage the backlog and guide the team while facilitating a healthy team dynamic with respect to priorities and scope.
• Eliminate impediments - Many blocking issues will be beyond the team's authority or may require support from other teams. The Scrum Master actively addresses these issues so that the team can remain focused on achieving the objectives of the Iteration.
• Protect and Communicate - Communicate with management and outside stakeholders; helps protect the team from uncontrolled expansion of work.
• Facilitate preparation and readiness for ART events - Assist the team in preparation for ART activities, including Program Increment (PI) Planning, System Demos, and the Inspect and Adapt.

REQUIRED:

• Experience: Minimum of five years of working experience with two or more years of experience with project management and the Agile system.
• Technical Expertise:
• Advanced skills with programming in various languages, including SQL.
• Proficient with Jira and Azure DevOps Server (formerly Team Foundation Server).
• Leadership and communication skills.
• Good planning and organization skills Experience working in an Agile organization using Scrum, XP, Kanban, and SAFe.
• Security Clearance: Active Top Secret clearance.

DESIRED:

• FBI Program Experience: Prior exposure to FBI IT/Infrastructure programs and operations is highly desirable, as it will allow for a faster integration into the CJIS Division's mission and objectives.
• Bachelor's Degree in Engineering, System Management, Business Administration, or a related field, preferred
