Job Description: Dynamo Technologies LLC is seeking an experienced Test and Evaluation (T&E) Engineer to work with the Army Testing and Evaluation Command (ATEC) and to provide comprehensive support to defense acquisition programs with a focus on biometrics and related technologies. The ideal candidate will possess deep expertise in test planning, execution, and evaluation, with a strong understanding of DoD acquisition lifecycles, interoperability standards, and developmental and operational testing, and will have experience working with organizations such as the Joint Interoperability Test Command (JITC), Joint Staff J-6, and familiarity with DoDI 5000.89. Duties/ Responsibilities: Test Planning and Oversight:
- Support operational and interoperability test oversight activities, including coordination, planning, and confirmation of configuration baselines in designated test labs/environments.
- Assist in planning, preparation, and execution of Test Readiness Reviews (Entrance and Exit) to assess system maturity and readiness for subsequent testing phases.
- Provide oversight for developmental testing efforts by reviewing and delivering feedback on test strategies, plans, procedures, scenarios, scripts, and reports prepared by Systems Integrators (SIs).
- Witness developmental and operational test events on behalf of the Government to ensure test integrity and alignment with requirements.
Test Documentation and Compliance:
- Develop and update Test and Evaluation Master Plans (TEMP) and Test and Evaluation Strategies (TES) to support program test activities and ensure compliance with DoDI 5000.89 and other applicable regulations.
- Assist in the creation and execution of Test Event Plans, including procedures, scenarios, data collection approaches, and result reporting.
- Analyze Contract Data Requirements List (CDRL) deliverables (e.g., test procedures, test reports) from SI contracts and provide actionable assessments within prescribed timelines.
- Coordinate with JITC and Joint Staff J-6 to facilitate interoperability and Net-Ready testing initiatives.
Reporting and Communication:
- Prepare and deliver test-related documentation, including detailed reports, presentations, and metrics in support of milestone reviews and decision-making processes.
- Support development and updates of Integrated Master Plans (IMP) and Integrated Master Schedules (IMS) for product-level T&E activities.
- Coordinate with Integrated Product Teams (IPTs) and Working Groups to establish and manage test schedules, develop briefing slides (CDRL A004), and capture meeting outcomes in minutes (CDRL A006).
Stakeholder Coordination and Engagement:
- Participate in test planning meetings and events, ensuring actions and outcomes are documented and aligned with broader acquisition goals.
- Collaborate across acquisition and test organizations to ensure seamless integration of T&E into the program lifecycle and timely delivery of required products.
Preferred Experience:
- Demonstrated experience with T&E support within DoD acquisition programs, particularly biometrics and identity management systems.
- Working knowledge of DoD T&E policies, including DoDI 5000.89 and associated guidance.
- Familiarity with interoperability testing frameworks, including coordination with JITC and Joint Staff entities.
- Proficiency in reviewing and managing test deliverables and CDRL products.
Required Skills/Abilities:
- Demonstrate experience in planning, executing, and evaluating test activities within the DoD acquisition lifecycle
- In-depth knowledge of DoD T&E policies and procedures including in-depth knowledge of DoDI 5000.89, TEMP, TES, and test-related CDRLs
- Proven ability to review, assess, and provide oversight of contractor-developed test plans, procedures, scenarios, and reports
- Experience coordinating and supporting interoperability and Net-Ready testing, including collaboration with JITC and Joint Staff J-6
- Proficiency in Microsoft Office Suite (Word, PowerPoint, Excel, Visio) to develop professional documentation and briefings
- Excellent verbal and written communication skills, with the ability to prepare technical reports, briefings, and leadership presentations
- Ability to collaborate effectively with Integrated Product Teams (IPTs), Working Groups, and interagency stakeholders
- Strong skills in analyzing and interpreting Contract Data Requirements List (CDRL) deliverables related to test activities
- U.S Citizenship required.
Nice to Have Skills:
- Experience with biometrics testing in defense programs.
- Knowledge of JCIDS and test planning.
- Familiarity with interoperability testing and Net-Ready KPPs.
- Ability to document test meeting outcomes.
- Experience working with external test organizations.
Education and Experience:
- Bachelor's degree in a relevant discipline
- Ten (10) years of relevant experience in DoD systems acquisition.
