Job Description

Puget Sound Energy's Employee Relations department is looking for a HR Specialist - Compliance to join our team. The HR Specialist works independently and in partnership with department leaders to manage both HR compliance activities impacting PSE employees and provide administrative support to the Employee Relations team. This position will have ownership for the day-to-day administration activities and maintenance of verification of I-9s; Department of Transportation ("DOT") Annual Driver programs and requirements, NERC/FERC validations, labor relations grievances tracking, union correspondence and corporate credit card invoicing. Success in this role requires the individual to be organized, initiative driven, detail-oriented, collaborative, and comfortable managing a lot of different activities and priorities in different systems and on different teams, at one time. This individual must also understand the importance of abiding by contracts and agreements, and be ready to learn all about our corporate policies.

Ensures duties are performed in accordance with all regulatory compliance obligations.

Job Responsibilities

  • Effectively evaluates, monitors, analyzes and identifies all DOT driver compliance and non-compliance issues, which includes maintaining and updating driver qualification files, facilitating annual driver qualification checks for CDL holders and employees that operate a CMV and resolves them in a timely manner.
  • Provides training to HR and other personnel on I-9 procedures, and offers support to employees regarding I-9 completion.
  • Interprets and enforces internal policies and federal regulations related to I-9, including E-Verify, and addressing any compliance issues.
  • Initiates NERC background checks and review results in accordance with NERC-CIP regulations.
  • Ensures that all legally required labor law posters are displayed in visible locations accessible to employees in a timely manner in accordance with federal requirements.
  • Organizes and prioritizes assigned HR business process work to meet daily and short term goals; responds to routine and unplanned work as priorities demand.
  • Performs basic data gathering or research for department initiatives.
  • Contributes to continuous process improvements by recognizing process weaknesses and suggesting possible improvements.
  • Troubleshoots and resolves common system and process problems.
  • Interprets and applies policy and guidelines to decision-making in assigned area.
  • Keeps apprised of compliance with federal, state, and local laws and regulations affecting employee related compliance matters (i.e. DOT driver programs, I-9's, labor law and compliance posters, etc.).
  • Handles sensitive and condential information.
  • Tracks metrics, creates charts, reports and other work as needed.
  • Interfaces with PSE employees, other HR specialists, management and external vendors to solve problems and meet customer needs.
  • Coordinates short-term assigned projects (e.g. special events, presentations, vendor reviews, etc.)
  • Order office supplies as needed
  • Organize retrieval of company owned items and personal belongs to exiting employees
  • Represents the department professionally with internal and external customers. Participates in cross department quality and process improvement initiatives.
  • Performs other duties as assigned.


Minimum Qualifications

  • 2+ years experience in administrative support or specialist role.
  • High School or equivalent.
  • General understanding of Human Resources with a particular sensitivity to maintaining confidentiality.
  • Ability to balance multiple priorities and deadlines in a fast paced environment.
  • Ability to interpret and apply PSE Polices and guidelines.
  • Excellent written and oral communication skills.
  • Ability to take initiative and work both independently and as a part of a team.
  • Basic proficiency in Microsoft Excel, MS Access, MSWord and other applications.

Desired Qualifications

  • BA or BS in business management or related field.
  • Well-versed understanding of employment compliance practices, procedures, and laws specific to employment.
  • Expertise and extensive knowledge of DOT rules and regulations.
  • Experience using E-Verify, DOT Clearinghouse, and external background check portals.
  • PHR or SPHR for Human Resources.
  • Experience with SAP and SuccessFactors.

The pay range for this position is$51,400.00-$79,800.00, and this position is eligible for annual goals based incentive bonuses.
