Job Description

PSE's Energy Equity team is looking for an Energy Equity Program Manager to join our team. This person will lead the strategic planning and coordination of PSE's Equity Advisory Group meetings, including managing the schedule, coordinating with internal and external parties, and engaging directly with advisory group members, and customers. Through cross-functional collaboration and excellent team building and management, this position will be a key team member and pro-actively clarify and challenge expectations and assumptions reflecting the customer and/or employee perspective.

Facilitates compliance with regulatory obligations prescribed in Washington State's Clean Energy Transformation Act (CETA) and PSE's Clean Energy Implementation Plan. Leads community partnership to achieve energy equity objectives that support named communities in PSE customer populations. Represents PSE with external customer groups, advisory groups, agencies and regulators on regulatory issues. Works with community opinion leaders and community based organizations including non-profit, education, environment, equity and social justice communities to manage the Company's incorporation of energy equity into its business processes, procedures and systems. Executes incorporation of concepts of energy equity in all state regulatory proceedings, including, rate cases, tariff filings and proceedings related to changes in regulatory policy. Provides support in business processes concerning energy equity.

Develops and implements energy equity objectives, developing and documenting professional practice procedures while maintaining a high-level of professionalism in written and verbal communication with both internal and external stakeholders. Provides support to groups across the company to facilitate and drive business initiatives related to energy equity. Interfaces with teams across PSE and external customers regarding program strategy and initiatives.

Upholds the safety compliance standards inherent in PSE's operating and/or field procedures related to work responsibilities. Promotes and supports a culture of total safety. Demonstrates commitment to conduct business honestly, ethically and consistent with our core values and Code of Conduct. Ensures duties are performed in accordance with all regulatory compliance obligations.

Job Responsibilities

  • Independently provides guidance to internal and external customers, in all elements of the energy equity program.
  • Coordinates with internal groups to ensure information is being shared to customer-facing employees and cohesive public outreach strategies and plans are developed.
  • Leads the strategic planning and coordination of PSE's Equity Advisory Group meetings, including managing the schedule, coordinating with internal and external parties, and engaging directly with advisory group members and customers and acting as a liaison between the customer and project teams
  • Identifies cross-initiative opportunities for improvement and potential risk areas, and utilizes mitigation techniques.
  • Develops and updates program process, procedure and documentation.
  • Collaborates with internal and cross-functional teams to develop and execute energy equity principles.
  • Develops program in response to state regulatory and legislative proceedings in energy equity matters.
  • Actively manages relationships with teams across PSE and regulatory staff as appropriate.
  • Collaborates with other PSE community teams such as community engagement, tribal relations, and local government relations.
  • Collaborates with other company leads on strategic and regulatory issues.
  • Develops and works with community opinion leaders and community-based organizations including non-profit, education, environment, equity and social justice communities.
  • Represents PSE with external customer groups, agencies and regulators on regulatory issues.
  • Develops and maintains relationship with external parties that are influential in matters related to energy justice.
  • Influences and executes the development of company energy justice policies and facilitates their implementation within PSE.
  • Performs other duties as assigned.

Minimum Qualifications

  • Bachelor's degree in business, economics, political science, public policy, communications or other applicable field; or an equivalent combination of education and experience
  • Minimum of five (5) years of combined in experience at a regulated utility or in an organization primarily focused on energy equity.
  • Understanding of principles related to energy, environmental and/or social justice; diversity, equity and inclusion; sustainability; related fields.
  • Ability to create effective partnerships at all levels of the organization.
  • Experience engaging with a variety of diverse communities.
  • Experience influencing policies and process within an organization.
  • Ability to engage with communities at their preferred locations and times including evenings and weekends on occasion.
  • Proven project management skills.
  • Proficiency in Microsoft Office tools.

Desired Qualifications

  • Project Management certification (accredited institution or PMI).
  • Strong communication skills, both written and verbal, with the ability to communicate complex topics to a variety of audiences.
  • Knowledge of SAP.

The pay range for this position is$91,100.00-$151,600.00, and this position is eligible for annual goals based incentive bonuses.
