Position: Proposal Manager Work Schedule: Part Time Not to Exceed 20 Hours Per Week Benefits: Not benefits eligible, except where required by state and federal law Job Description: We are looking for a tech-savvy and experienced Proposal Manager to lead our proposal development process for Federal contract opportunities, focusing on the Department of Defense, Department of Homeland Security, and Intelligence Community. The Proposal Manager will oversee the entire proposal development process, ensuring high-quality and compliant submissions. This role requires strong proposal management skills, excellent project management abilities, and effective collaboration with cross-functional teams. The ideal candidate will have extensive Federal proposal management experience and innovative approaches to improve our proposal processes, delivering compelling and compliant winning proposals.
Responsibilities:
- Lead the development of strategic proposals and responses to Federal RFPs, coordinating internal stakeholders (e.g., operations, recruiting, contracts, legal, executive leadership) and external stakeholders (i.e., business teammates, pursuit and pricing consultants)
- Manage full lifecycle of proposal response from capture through submission including, but not limited to, pre-proposal phase (opportunity identification, bid/no bid decision making, initial planning and analyzing the draft solicitation/final solicitation/amendments), proposal development (kick off meeting, schedules, compliance matrices, gathering and formatting information, proposal strategy and content creation, color reviews), proposal production and submission (white glove review, printing/binding, and delivery), post-submission activities (clarifications and negotiations), post-award phase (closeout and lessons learned)
- Implement modern tools and methodologies (e.g., proposal schedules, outlines, compliance matrices, kickoff meetings, reviews, etc.) that streamline content creation, review, and submission processes while maintaining quality and compliance
- Establish and maintain knowledge management systems (e.g., ShareFile's, document management and version control) to capture institutional expertise and enable rapid response to proposal requirements
- Create templates and processes that significantly reduce response time for standard proposal material and questions
- Maintain compliance with the government sales cycle, including RFP/RFI response guidelines, the procurement process, and deal-specific requirements
- Build and manage the RFP/RFI process, including response template creation, evaluation/review criteria, and working with the pursuit team to identify key win themes
- Develop and maintain comprehensive proposal and past performance libraries with intelligent retrieval capabilities
Qualifications:
- Bachelor's degree from a four-year university (minimum), Association of Proposal Management Professionals, Shipley, or similar certifications for proposal management professionals are preferred
- 5+ years of hands-on experience in government proposal and capture management with the DOD, Intelligence Community or Federal civilian agencies
- 5+ years' experience with Federal government procurement processes
- Exceptional organizational and time management skills
- Ability to successfully support multiple proposals simultaneously in a fast-paced environment while ensuring responses meet Company's standards
- Excellent writing skills with methodical attention to detail - Samples of writing experience will be requested
- Experience implementing and using modern proposal management solutions and collaborative document systems (e.g., MS Teams, Customer Relationship Management applications)
- Demonstrated success in reducing proposal development time while maintaining or improving quality
- Proven ability to develop and implement processes from the ground up
- Skilled in developing efficient processes to parse and analyze complex RFP requirements
- Demonstrated ability to stay current with emerging technologies and tools in the proposal management field
- May be required to work outside of regular business hours, including evenings and weekends, to meet critical deadlines or respond to urgent client needs. This may include coordinating proposal reviews, ensuring timely submissions, and managing last-minute updates
- Active SECRET clearance, TS Eligible
Preferred Qualifications
- Active TS/SCI
- Experience with emerging technologies that enhance productivity and accuracy in proposal development
- Track record of implementing time-saving tools and templates in proposal operations
- Background in natural language processing applications for business efficiency
- Experience with automated document analysis and content management systems
- Familiarity with advanced analytics for proposal improvement and win rate optimization
- Experience with and understanding of Information Technology concepts, terms and architecture; (cloud computing, advance analytics)
