Position Summary

Ophir seeks a highly capable Senior Contracts Specialist (level 4). In addition to general day-to-day requirements of the position, this hire will support the Contracts Director and be responsible for a full range of contract administrative functions encompassing all phases of the contract lifecycle (pre-proposal - contract closeout). The hire will provide independent administrative oversight for contracts and be comfortable administering all contract types (Firm-Fixed Price, Cost Plus Award Fee/Incentive Fee and Time & Materials). The candidate must be an effective communicator, and be able to coordinate with the business, program, and technical teams, while establishing and maintaining excellent internal and external customer relations. Support and guidance from the Contracts Director will be available but the candidate is expected to be able to complete most tasks independently and prioritize work according to business needs.

Duties and Responsibilities

  • Performs various contract functions to include contract administration, customer communications, contract record review and documentation, and supports the contract negotiation process.
  • Under limited guidance of the Contracts Director, reviews contracts and related documents to assess risk, implement risk mitigation strategies and ensure compliance with local policies, various federal regulations, and customer specifications.
  • Reviews and readies for signature contract award and modification documents for consistency with agreements reached at negotiations.
  • Monitors contract performance and scope changes to determine necessity for modifications or extensions of contracts.
  • Partners with the Program Management Office to ensure they have adequate insight into all contracting activities, schedule development buy-in and adequate use of planning tools to perform critical path analysis and risk assessment of schedules.
  • Keeps records database up to date with all contract files and documentation.
  • Supports various contracting reporting functions
  • Develops and applies continuous contracting system process improvements.
  • Provides advice and interpretation of contract flow-down terms and conditions while assessing risk.
  • Reviews and advises the program team and management of contractual rights, obligations, and risks, while tracking and reporting on contract funding and performance for all contracting assignments.
  • Experience in administering engineering, design and development contracts with non-standard requirements documents and flow-down terms and conditions.
  • Coordinates new contract awards and modifications for input into the Enterprise Resource Management (ERP) system.
  • Supports on-site work as needed.
  • Performs other duties as assigned.

Required Qualifications

  • Bachelor's degree in business or related field with 6+ years of experience; Master's with 4+ years of experience. In lieu of degree, a minimum of 10 years of experience.
  • An active Secret U.S. Government Security Clearance or the ability to obtain a Secret Clearance is required. Current SSBI is preferred.
  • Direct contract and/or subcontract experience with the DoD and major aerospace primes.
  • Experience with developing content, grasping difficult concepts, and interpreting technical writing.
  • Experience in proofreading, editing, and ensuring continuity, clarity, and consistency of writing.
  • Detail oriented with strong organizational skills.
  • Skilled in PC software; Microsoft Office suite and SharePoint.

Preferred Qualifications

  • Knowledge of estimating practices and proposal analysis, including pricing and proposal adequacy as prescribed in the RFP and/or FAR/DFARS.
  • Familiarity with AS9100 and ISO 9001 standards, ERP Systems and ITAR or EAR controlled data.
  • Working knowledge of compliance requirements for the Truthful Cost or Pricing Data Act (Formally TINA).
  • Familiarity with Earned Value Management and ability to read and understand monthly program financials.
  • Familiarity with the Government Procurement Integrated Enterprise Environment.
  • Experience reviewing and signing Non-Disclosure Agreements and Proprietary Information Agreements.
