Purpose of the Position:

The Assistant Director Signals and Communications Operations - SOO West will provide leadership and oversight for both unionized and non-union S&C employees. Territory includes CPKC's Classification Yard and Radio Shop located in St Paul, MN and properties in MN/ND and may extend to additional CPKC's Soo line property when required. The successful candidate will be responsible for all phases of the work such as testing, planning, material handling, inventory control, and management of signal employees.

Position Accountabilities:

  • Develop and assist in leading CPKC's S&C Operations Safety plan which includes managing required safety accountabilities and efficiency testing for area of responsibility
  • Develop an achievable integrated Maintenance and Construction plan that delivers to S&C Standards and Red Book Requirements. Manage FRA regulatory testing and Asset Configuration Management according to CPKC's plan
  • Assist with the implementation and maintenance of CPKC's PTC wayside systems
  • Modify the integrated plan according to adjustments in demand and schedule
  • Oversee testing services that create a safe, reliable, maintainable S&C plant on schedule and under budget
  • Provide continuous improvement to reliability and unit cost
  • Fully utilize the collective agreement for effective work management
  • Assist with preparation of subcontract scope of works
  • Oversee S&C employees in the apprenticeship program
  • Co-ordinate activities with S&C Senior leadership team
  • Ensure compliance with CPKC Maintenance testing/commissioning standards and work methods
  • Oversee CPKC's Health and Safety plan for the region
  • Oversee S&C sub-contractors
  • Constantly improve safety, cost and schedule throughout the year
  • Mentor and develop S&C organization

Position Requirements:

  • Bachelor's degree from an accredited university or college, preferably in Electrical Engineering
  • Minimum fifteen (15) years of meaningful professional experience, including leading and managing sophisticated projects or programs with outcome-focused deliverables, or equivalent combination of education and experience
  • Minimum 5 years of managerial experience in Signal Operations
  • Must have 5 years Hump experience.
  • Signal system maintenance, testing and construction experience
  • Proficiency in understanding the Code of Federal Regulations parts 234 and 236
  • Problem solving / strong analytics
  • Proven leadership and interpersonal skills will work closely with other Operating functions as well as Regulatory Agencies at all levels
  • Must have a valid driver's license
  • Ability to support on-call operations (24x7 availability)
  • Ability to coordinate and influence at different levels of the organization
  • Dedicated to regulatory & standards compliance, and operations flexibility

Medical Requirements:

Management Conductor Program:

Becoming a qualified conductor or locomotive engineer is the single best way for a management employee to learn the business at CPKC. You may be required to obtain a certification or to maintain your current certification/qualification as a conductor or locomotive engineer.

The salary range for this position is $120,000 - $139,000. Pay is based on several factors including but not limited to education, work experience, certifications, internal equity, etc. Depending on an employee's assigned worksite or location, CPKC may consider a location differential to be applied to the employee's base salary.
