PROJECT MANAGER - CIVIL WORKS INFORMATION SYSTEMS

We are seeking a highly skilled Project Manager to support the U.S. Army Corps of Engineers (USACE) in maintaining and modernizing Civil Works (CW) legacy and cloud-based systems. This role involves managing the development, configuration, operation, and migration of project and program management tools within the PROMIS Suite - with a focus on Oracle Primavera P6, Oracle Cloud Infrastructure (OCI), and Oracle APEX platforms.

The successful candidate will lead technical teams, manage system sustainment activities, and support the migration to a modern cloud-based infrastructure while ensuring data sharing, security, and operational efficiency.

Location: Remote / Off-Site Support

Responsibilities



  • Lead and coordinate all phases of the CW PRISM and CWIFD application support lifecycle.
  • Manage system upgrades, sustainment, and cloud migration efforts (Oracle OCI / DoD IL4).
  • Develop and execute project plans, timelines, and sprint cycles for system operations and enhancements.
  • Collaborate with stakeholders, including USACE leadership, internal systems (AIS), other government agencies, and public partners.
  • Oversee the implementation of the Service Management Plan (SMP), transition plans, and sustainment strategy.
  • Monitor and maintain performance of Primavera P6 and Oracle APEX tools.
  • Ensure compliance with DoD Risk Management Framework (RMF) and cybersecurity standards.
  • Prepare and submit regular status reports, documentation, and technical updates.
  • Coordinate system integration with SAP, Citrix, and other third-party applications.
  • Other duties as assigned


Education Required



  • Bachelor's degree in Computer Science, Information Technology, or Systems Engineering.
  • Equivalent work experience (4 years) with Primavera P6 may be considered in lieu of a degree.


Preferred Certifications



  • Primavera P6 Certified Implementation Specialist
  • (ISC) Certified Authorization Professional (CAP)
  • ITIL V3 Foundations
  • SCRUM or Agile-related certifications (e.g., SAFe 4.5)


Qualifications Required



  • 5+ years of experience in IT project management, with at least 3 years in Primavera P6 and 3 years in Java development.
  • Strong understanding of Oracle APEX, Oracle Cloud Infrastructure (OCI), Oracle Integration Cloud (OIC), and Oracle Data Integrator (ODI).
  • Experience with Primavera system architecture, configuration, and project migration.
  • Familiarity with federal authentication, authorization policies, and DoD instruction 8510.01 (RMF).
  • Proficient in REST, SOAP, AJAX, JSON, and XML-based web service integration.
  • Strong leadership, communication, and documentation skills.


Clearance Required



  • Must be a U.S. Citizen and able to obtain a DoD Secret level clearance.
