Overview

Abacus Technology is seeking a Site Manager to oversee and lead an IT and telecommunications team providing enterprise support at Fort Bragg. This is a full-time position.



Responsibilities

Contract and Task Order Management:

    Serve as the on-site representative, ensuring compliance with requirements.
  • Lead execution contract tasks, ensuring service delivery meets Army IT and Telecommunications standards.
  • Ensure seamless coordination with the Contracting Officer (KO), Contracting Officer's Representative (COR), and Government stakeholders.
  • Manage task order work schedules, reporting requirements, and performance metrics.
  • Ensure timely response to all system failures, incidents, and cybersecurity events per SLA agreements.
  • Develop and enforce Standard Operating Procedures (SOPs) for IT and telecom service delivery.

Personnel and Leadership:

  • Provide leadership for IT and telecommunications personnel, ensuring high-performance team operations.
  • Ensure compliance with Army cybersecurity policies, including DoDI 8500.01, AR 25-2, DISA STIGs, and RMF guidelines.
  • Oversee training, certification, and professional development of all team members.
  • Serve as the point of escalation for technical, operational, and personnel-related issues.
  • Maintain employee motivation, productivity, and compliance with DoD workforce policies.

Technical and IT Infrastructure Support:

  • Provide SME-level support for network administration, system engineering, cybersecurity compliance, and telecommunications services.
  • Ensure network transport services meet operational and security requirements.
  • Oversee Unified Communications, WLAN, VOIP, and LAN/WAN operations.
  • Manage Cybersecurity Compliance & Defense, Cyber Policy Management, and IT Risk Management.
  • Ensure full implementation of Army-approved cybersecurity tools and vulnerability management solutions.

Project and Quality Assurance Management:

  • Oversee Infrastructure Project Management Support to ensure compliance with Army IT and DPW construction standards.
  • Ensure all IT/telecommunications installations, upgrades, and maintenance comply with TIA/EIA, BICSI, and IEEE 802 standards.
  • Conduct Quality Control (QC) inspections and enforce Performance Metrics.
  • Maintain compliance with OSHA safety regulations, Army Safety Programs, and industry best practices.
  • Ensure Service Level Agreement (SLA) adherence, analyzing incident resolution times and performance trends.

Administrative and Compliance Responsibilities:

  • Maintain compliance with DoD cybersecurity and network security policies, including DISA STIGs, ACAS scanning, and IAVM compliance.
  • Ensure all security clearance and certification requirements are met per the DD 254.
  • Submit Monthly Status Reports (MSR), Safety & Health Plans, and network vulnerability reports in accordance with PWS deliverables.
  • Maintain and track GFE inventory and ensure proper asset management.
  • Oversee classified and unclassified network operations and ensure strict access control measures are followed.


Qualifications

15+ years experience managing large scale IT and telecommunications contracts including at least 2 years managing technical projects in a DoD environment. Bachelor's degree in Computer Science, MIS, IT, Telecommunications, or a related field. Must be Security+ certified (or hold an equivalent certification in compliance with IAT Level II). PMP certification preferred. ITIL Foundations certification or training. Demonstrated experience managing task orders under an IDIQ contract. Must have technical expertise in enterprise IT networks, cyber operations, and/or telecommunications infrastructure. Experience leading large-scale IT support teams, including network administrators, cybersecurity professionals, and system engineers. Strong background in DoD Information Networks and IT Enterprise Service Management preferred. Expertise in Army RMF and DISA STIG compliance desired. Experience supporting large-scale DoD IT operations at military installations. Must be capable of making technically sound decisions, interpreting directives, managing personnel, and maintaining compliance with DoD policies. Able to demonstrate strong interpersonal, and communications skills to work effectively across the program, and to accurately represent technical management perspectives to program management and government representatives. Able to provide clear and concise directions to staff regarding project execution. Must be a US citizen with an active Secret clearance.
