Overview

The Emergency Management Supervisor, under the supervision and guidance of the Director, the Emergency Management Supervisor is responsible for supervising the Emergency Management program throughout Mercyhealth system. This position includes direct supervision of system Emergency Management Coordinators and contractors hired to complete emergency management work. The incumbent will assist the Director in the development, maintenance, and implementation of the emergency management program in line with all Joint Commission and ASPR Grant requirements (including all other grants). This position will also assist the Director in ensuring compliance with all local, state, and federal laws, regulations, and auditor guidelines.


Responsibilities

Essential Duties and Responsibilities

Oversee hospitals annual reviews and updates of the Emergency Operations Plan, Hazard Vulnerability Analysis, 96 hour Sustainability Plan and Continuity of Operations Plan to ensure timeliness and effectiveness of response.
* Provide guidance and expertise to Emergency Management Coordinators during plan development and ensure plan meets local, state, and federal guidelines
* Conducts investigations, critiques, hot-washes, reviews, AARs, forms, and IAPs of emergency management events as needed (drills or actual events).
* Direct supervision of Emergency Management Coordinators. Delegates tasks to support a system-wide Emergency Management Program.
* Manages the development and implementation of a comprehensive emergency management training and exercise program that meets regulatory and grant requirements, community and organizational needs, and is supported by the HVA.
* Manages and track progress through accurate and complete record keeping mechanisms.
* Carry out department goals set by the Director, and sets partner goals and objectives in support of an effective Emergency Management Program.
* Develops and participates in an on-call response program as needed for emergency management responses.
* Conducts periodic reviews of all emergency management plans and appendices of / for stakeholders and assesses related response equipment to satisfy needs, maintain serviceability, and for compliance with regulatory standards and reports non-compliance and/or hazardous conditions to appropriate leadership and recommends remedial action and Incident Action Plans (IAP) as appropriate.
* Oversees the maintenance of detailed emergency response plans, appendices, charts, incident command programs and training records. Keeps up-to-date on current federal, state, and local legislation, regulation changes, changes to code and manuals and maintains knowledge of current and emerging issues and trends in emergency preparedness and response.
* Oversees the development and maintenance of the Emergency Preparedness Committees and completes annual reports for the Emergency Management needs of the Environment of Care Committee. Attends Environment of Care Safety Committee Meetings and other committees as directed.
* Assists the Director in successful completion of all Joint Commission Emergency Management Chapter requirements to include reporting, planning, developing, and implementation, and participates as Joint Commission Emergency Management Chapter Champion.
* Provide leadership and support for Incident Management Teams during emergencies. Assist with operation, activation, and staffing of the Emergency Operations Center (EOC).
* Conducts strategic planning initiatives with stakeholders, addressing IAPs, AAR findings, current threats, partner needs, and project implementation.
* Attends local, regional, and state emergency management focused meetings as a representative of Mercyhealth.
* Attends emergency management training and events to assure continued knowledge and growth within emergency management trends, outlooks, and threat assessments.

Education and Experience

Bachelor's degree or higher required; or minimum of 10 years relevant emergency management experience in lieu of educational requirement(s).

* Knowledge of emergency management, strategic planning, and project management

* Previous fire, EMS training preferred.

* Knowledge in The Joint Commission Emergency Management chapter is preferred.

* Completion of ICS 100, 200, 300, 400, 700, 800 coursework required within 24 months.

* Minimum of three (3) years supervisory experience.

Certification and Licensure

Certified Emergency Management certificate or equivalent is required within 24 months. International Association of Emergency Managers Certified Emergency Manager required. Certified Healthcare Emergency Professional (CHEP) certification preferred, or similar.

Special Physical Demands

The Special Physical Demands are considered Essential Job Functions of the position with or without reasonable accommodations. Level of Supervision

Responsibilities include interviewing and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems; employee adherence to annual education and certification requirements. Work is performed according to specific procedures and policies, but the incumbent must make decisions using independent judgement required in order to adapt to routine situations

Supervises

Directly supervises Emergency Management Coordinators. Supervisory responsibilities are conducted in accordance with directives of management, the organization's policies, and applicable laws.
