The Business Manager will actively participate in functions involving program budgetary operations, including organizing protocols to receive and record incoming invoices from subcontracting schools, process disbursement forms to appropriate GSU units, prepare and execute budget monitoring and report protocols, review and monitor data on school participation indicators based on various required criteria for state reports aa defined by predetermined deliverables.

Specific duties are:



  • Provide ongoing technical support with contracting Schools of Social Work in Georgia participating in the Title IV-E Child Welfare Educational and Training program to prepare and submit annual budget proposals, budget amendments and monthly/quarterly invoices to ensure they are properly processed through GSU Office of Sponsored Programs and Awards to meet all state and federal requirements.
  • Process all incoming invoices from participating schools to GSU; obtain and review all required supporting documentation (e.g., student financial aid information, class schedules, faculty teaching assignments, salaries, fringe benefits) from schools for each monetary reimbursement request.
  • Collaborate with the program's fiscal consultant, monitor the utility of the designed program budget sheets to ensure the embedded formulas are active and stable, providing accurate outputs for budget/invoice processing.
  • Review the monthly GSU drilldown reports assigned to the program for accuracy in expenditures. If any reconciliations are required, following GSU protocol, financial adjustments or reconciliations are processed promptly.
  • Prepare and maintain a procedures manual for budget and invoice preparation to be shared with the staff at each of the participating schools in the program to help ensure uniformity in financial practice procedures and adherence to standard practices
  • Attend Title IV-E consortium virtual/in-person meetings with the leadership and staff from participating schools, as requested. Assist in preparing a financial report for the consortium at least once/quarter.
  • Participate in GSU meetings/training related to the duties of a Business Manager as directed by the Assistant Director or staff requested.

Qualifications :

Minimum Requirements:



  • Bachelor's degree and four years of administrative experience; or a combination of education and related experience.


Preferred Hiring Qualifications:



  • Candidate needs to be skilled in program budget and invoicing processes, and experience working with public grant awards is a plus.
