Overview

Planned Systems International (PSI) is currently seeking a Technical Requirements Analyst will be responsible for intake and management of business requirements (both functional and technical) for a software development Product Line at the Department of Veterans Affairs (VA). The Requirements Manager will lead elicitation and elaboration meetings with end-users and stakeholders. They will provide advice and guidance for capturing clear, complete, and testable requirements. They will be responsible for developing and implementing the processes to capture, elaborate, refine, and baseline requirements using Jira and Confluence as the primary Agile management tools.



Essential Functions and Job Responsibilities

    Lead the intake, organization, refinement, and management of business and technical requirements to support ongoing Product Line development and maintenance efforts.
  • Collaborate with VA leadership, customers, end-users, developers, project managers, and PMO Support colleagues to design, implement, and support requirements elicitation activities.
  • Contribute to gathering, elicitation, definition, elaboration, and refinement of functional and technical business requirements for IT applications and systems.
  • Lead and/or participate in requirements gathering, elaboration, and refinement sessions with product end-users and stakeholders.
  • Intake, upload, track, manage, and maintain business requirements and user stories in Jira.
  • Perform Jira administration tasks, specifically the management of requirements, work items, risks, and project documentation in the designated Jira and Confluence repositories.
  • Validate that requirements are reviewed for quality assurance as they are implemented in each software release, including approval, traceability, and proper updates of attributes in Jira.
  • Analyze existing business processes, business requirements, and workflows to document "as is" processes and proposed "to be" solutions to guide requirements development efforts.
  • Develop and maintain requirements traceability, linking epics to sub epics to user stories and test and development work.
  • Develop queries in requirements management tools to produce ad hoc and recurring reports.
  • Support tracking and reporting of software defects.
  • Develop, create, review, maintain, and update application-related documentation and support preparation of training material in a relevant, accurate, and user-friendly manner.
  • Analyze and decompose complex requirements, perform gap analysis, and recommend solutions based on research, facilitate change and configuration management.
  • Conduct through research activity to ensure that functional and competitive requirements are met and that they developed application is per the requirements
  • Develop and maintain holistic knowledge of the Product Line and its products and stakeholders to support answering information requests and communication requirements with internal and external stakeholders to ensure project requirements are understood and met.
  • Prepare and present regular reports on project status, risks, and outcomes to senior management.
  • Identify opportunities for process improvements within the PMO and implement best practices.
  • Conduct research on special topics and recommend solutions to government clients.
  • Facilitate executive-level virtual meetings, including preparing meeting agendas, capturing minutes, and tracking outcomes and action items.
  • Work proactively and independently to carry out assignments to completion within parameters of instructions given, prescribed routines, and standard accepted practices.
  • Function as part of an integrated team sharing products, best practices, and information across the PMO Support Team.
  • Perform related duties as assigned by supervisor.


Minimum Requirements

  • Bachelor's degree
  • 3-5 years of relevant experience
  • Agile requirements development and management experience
  • Experience working as a federal contractor or employee.
  • Excellent written and verbal communication skills, including the ability to communicate with brevity and clarity to government clients and develop work products that meet professional quality standards with minimal supervision.
  • Experience working as a consultant, with an understanding of how to effectively manage and support government clients and stakeholders.
  • Strong understanding of software development life cycle (SDLC) and Agile methodologies.
  • Proficiency in project management tools (e.g., JIRA, MS Project) and methodologies.
  • Ability to schedule, organize, and facilitate executive-level virtual meetings and summarize outcomes.
  • Ability to self-organize, balance workload, complete tasks on time (without reminders), proactively seek out assignments, and offer improvements to client delivery.
  • Strong analytical skills and attention to detail.

  • Jira or comparable development management tool


Desired Qualifications

  • Experience working as a VA contractor or employee.


Physical Demands

  • Ability to effectively communicate in English, including talking and hearing.
  • Ability to operate productively in a fully remote work environment, including the ability to take meetings and phone calls from a quiet and private space during business hours.
  • Ability and willingness to actively participate in virtual meetings throughout most of the workday and be responsive to messages (MS Teams) and emails (MS Outlook) within reasonable timeframes set by the supervisor or client.
  • Ability to be responsive and working during Eastern time zone standard business hours (8:00am to 4:00pm EST).
  • Ability to satisfy security clearance and onboarding requirements:
    • Print, sign, scan, and return onboarding documentation.
    • Travel at personal expense to nearest government facility to get fingerprinted, apply for a PIV badge, pick-up the PIV badge, and pick-up government equipment.
