The pay listed above is encompassing of a total range, final compensation offered will be dependent upon several factors to include but not limited to years of experience and education within the position and industry.

Scope of Work:

The Contracts Manager is responsible for the full lifecycle of government contracts and subcontracts in support of our 8(a) organization's strategic goals. This role ensures compliance with federal acquisition regulations (FAR/DFARS), SBA 8(a) program requirements, and internal policies. The ideal candidate will support both pre- and post-award activities and play a key role in risk management, pricing strategy, and contract performance oversight.

Responsibilities:

  • Manage cradle-to-grave contract administration for federal, state, and local government contracts (prime and subcontracts).
  • Interpret, analyze, and negotiate contract terms and conditions in accordance with applicable laws, regulations, and internal policies.
  • Serve as the primary point of contact for contractual matters with government contracting officers, prime contractors, and internal stakeholders.
  • Support proposal development, including contract risk assessments, pricing strategy input, and compliance reviews (RFP/RFQ/RFI).
  • Ensure compliance with FAR, DFARS, SBA 8(a) regulations, and agency-specific supplements.
  • Draft and manage NDAs, teaming agreements, subcontracts, and modifications.
  • Maintain accurate and up-to-date contract files, deliverables, and reporting requirements.
  • Track contract performance metrics and support CPARS and other performance evaluations.
  • Collaborate with program managers, finance, legal, and business development to support project execution and business growth.
  • Advise leadership on contract and regulatory risk, mitigation strategies, and strategic contracting opportunities.
  • Support audits, including SBA program reviews, DCAA, or customer-required reviews.
  • Adhere to company policies, procedures, and safety regulations.
  • Consistently produces quality products and service.
  • Completes all training within required timeline.
  • Performs all work in a safe and secure manner.
  • Performs other duties as assigned.

Minimum Requirements:

  • Bachelor's degree in business administration or related field plus 8 years of contract and subcontract administration experience in a dynamic Federal Government contracting environment.
  • 5-8 years of progressively responsible experience in government contract management, with at least 2 years in an 8(a), small business, or socio-economic set-aside environment.
  • Ability to obtain a Secret security clearance (U.S. Citizenship required).
  • Strong working knowledge of FAR, DFARS, SBA 8(a) program requirements, and GSA/IDIQ vehicles.
  • Experience with CPARS, SAM.gov, and contract lifecycle management tools (e.g., Unison, Deltek, or similar).
  • Ability to work independently in a fast-paced, small business environment.
  • Excellent negotiation, communication, and organizational skills.
  • NCMA certification (CPCM, CFCM) is preferred but not required.
  • Must maintain licenses and/or credentials required for this position.
  • Ability to speak, read, and write English.
  • Must possess the ability to interact well with others in a team setting ability or alone and be able to change jobs on short notice.
  • Must be capable of working under tight time constraints in a high-volume environment with multiple priorities.
  • Highly motivated, flexible organized and must be detail oriented.
  • Strong customer service and interpersonal skills.
  • Must be able to maintain ability to access government worksite.
  • Must have a safe driving record, as defined by Company policy, to operate a company vehicle.
  • Must be able to successfully complete a drug/alcohol test and a criminal record check.

Preferred Qualifications:

  • 10+ years of contract administration experience at a DoD Contractor.
  • Current Secret security clearance.
  • Familiarity with cost and pricing structures for FFP, T&M, CPFF/CPIF contracts.
  • Knowledge of compliance standards including ISO 9001 or NIST 800-171.
  • National Contract Management Association - Certified Professional Contracts Manager (CPCM) or Certified Federal Contracts Manager (CFCM) certification.

Work Environment:

This position may be performed remotely or in a hybrid capacity, depending on company and contract requirements. Some travel may be required.
