Director of Public Affairs: Iowa - Des Moines, IA

Pay: The anticipated salary range for this position is $90,000 - $120,000 per year, depending on experience and qualifications. Compensation is determined based on a variety of factors, including relevant work experience, the skills required for the role, internal equity, market competitiveness, and budget considerations. Schedule: Full-time, 40 hours per week

Shift times: Monday - Friday (approximately 8:00am - 4:00pm or 9:00am - 5:00pm), Occasional evenings and weekends may be required.

Location: Noun Building (818 5th Ave, Ste 200, Des Moines IA 50309). Opportunity for hybrid work schedule!

Job type: Exempt

Travel: Occasional state-wide travel required, Washington D.C one to two times per year. Infrequent travel within 5-state affiliate.

Job Summary:

Under the direct supervision of the Vice President of Public Affairs, the Director, Public Affairs Iowa will lead the state public affairs strategy to expand a strong advocacy, public policy, and organizing program for Planned Parenthood North Central States and ancillary advocacy/political organizations. Develop and maintain strong relationships with local, state, and federal government leaders. Serve as key media spokesperson on public affairs issues. Lead all matters related to advocacy, lobbying, interpretation of proposed statutes and administrative rules affecting the client services and general business operations of PPNCS. The Director, Iowa Public Affairs is an advocate for our mission of "advancing and protecting sexual and reproductive health care for all." They may perform other related duties as assigned.

Minimum Qualifications:



  • Bachelor's degree in a related field or 6 years progressive related work experience in lieu of degree.
  • Five years related experience in public policy, lobbying, grassroots advocacy or political campaigns
  • 3 years management experience
  • Ability to maintain confidentiality of all Planned Parenthood business and activities on and off the job



Your Day-to-Day Responsibilities:

ADVOCACY & LOBBYING



  • Lead the state public affairs team to create and implement plans for public policy, direct lobbying, grassroots lobbying, organizing activities, and electoral initiatives that support the organization.
  • Lobby on behalf of Planned Parenthood North Central States (PPNCS) and PP Advocates of Iowa (PPIA) in the state legislature and state administrative agencies and supervise any contractors. Support Planned Parenthood Federation of America (PPFA) to lobby the U.S. Congress.
  • Direct the state public affairs team to develop, coordinate and lead activities for identifying, educating, motivating and activating allied organizations and constituencies; represent the organization at events, internal and external task forces, coalitions, workgroups and committees as appropriate
  • Build relationships with key legislators, government administrative staff, and allied organizations in order to collaborate and strengthen the organization's public policy priorities.
  • Oversee and adhere to data management plan that includes systems and best practices that ensure data validity.
  • Responsible for tracking and comprehensive research on current and emerging public policy and health care policy topics, including but not limited to: health care reform, reproductive health care service delivery, status of family planning programs nationwide.
  • Responsible for regular updates to the VP of Public Affairs on relevant administrative rules and initiatives in state and local government.
  • During legislative session, track and work with VP of Public Affairs to disseminate status of monitored legislation and votes to appropriate members of the PPNCS team. Track and monitor legislators' favorability toward the full range of reproductive rights and services.


ADMINISTRATION & COMPLIANCE



  • Supervise public affairs staff including personnel management and training issues for permanent staff, temporary staff, fellows, and interns including timesheets, expense reports (PCards) and invoices for the department
  • With the VP of Public Affairs, support the development, maintenance, and management of the operating budget and program activities budgets for the Iowa Public Affairs department including grants from PPFA and PPAF
  • Coordinate with necessary compliance consultants and PPNCS staff to submit accurate compliance reports to the Iowa Ethics and Campaign Disclosure Board and other compliance reports as needed.


ELECTORAL PROGRAM



  • Plan, draft, and execute Electoral Plans for federal and state races which may include the following:

    • Work with PPAI PAC Board's electoral & endorsement work group to devise and implement the candidate endorsement process.
    • Develop and supervise the strategy for direct voter contact activities (phone banks, door knocks, online outreach and engagement)




COMMUNICATIONS



  • Work cooperatively with PPNCS communications staff to implement and expand the image and brand of the organization.
  • Represent PPNCS and Advocates' organization in media interviews.
  • Represent PPNCS and Advocates' organization at community events.


PPIA BOARD



  • Collaborate with state-based Development leaders to build, maintain and manage the PPAI board and donor relationships.
  • Collaborate with state-based Development leaders to prepare reports for PPAI board members ahead of board meetings.
  • Assist in recruitment and development of PP Advocates of Iowa board members.
  • Assist in training of PPAI board members on public affairs topics and relevant compliance topics per PPFA accreditation. Collaborate with state-based Development and Board leaders to ensure member recruitment and committee work aligns with Public Affairs plans and strategies.


PPNCS FOUNDATION



  • Qualifies, cultivates, solicits, and stewards major and principal gift prospects who are capable of making gifts of $25,000+ to achieve a set annual fundraising goal
  • Manages a portfolio of individual donors, soliciting annual, endowment, and planned gifts in support of health care, education, and advocacy and political programs.
  • Contributes to implementing and achieving annual and long-range Foundation goals, with a focus on major gift prospects.
  • Achieves individual fundraising goals and strategically uses management to maximize revenue and donor retention.
  • Organize and implement strategies to qualify, cultivate, solicit, and steward a portfolio of major and planned gift prospects, including frontline visits and collaboration with development colleagues.
  • Manages and tracks donor relationships and proposals in Raiser's Edge.
