THE POSITION

If you have a keen eye for detail and a strong analytical mindset, consider a position as a Construction Cost Technician 2 with the Department of Transportation, Engineering District 1. In this essential role, you will conduct thorough checks of quantities, perform payment audits, and assess work order justifications submitted by department staff on various construction projects. Your responsibilities will include verifying final pay quantities and, when necessary, generating final estimates and work orders in compliance with Department and Federal Highway Administration (FHWA) standards. DESCRIPTION OF WORK

In this position, you will be responsible for calculating the quantities and costs of various materials essential for the construction of intricate projects, including highways and bridges. You will leverage current documentation systems and audit modules, navigating through the Engineering and Construction Management System (ECMS) and the PennDOT Project Collaboration Center (PPCC) for project documentation setup, data extraction, and the preparation of program data. Your role will involve conducting field reviews and interim audits of ongoing construction projects, as well as participating in the final audit review for the Finals Unit when necessary. Additionally, you will process final estimates and work orders to reconcile contract item quantities based on findings from field audits, while identifying and addressing any discrepancies. You will also be tasked with producing routine and specialized correspondence, reports, and spreadsheets related to your responsibilities, ensuring that all project documentation, calculation methods, computations, and payments adhere to departmental standards, contract specifications, and relevant policies.

Work Schedule and Additional Information:

  • Full-time employment
  • Work hours are 7:00 AM to 3:00 PM, Monday - Friday, with a 30-minute lunch.
  • Telework: You may have the opportunity to work from home (telework) part-time. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office in Oil City.
  • Salary: In some cases, the starting salary may be non-negotiable.

REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY

QUALIFICATIONS

Minimum Experience and Training Requirements:

  • One year as a Construction Cost Technician 1; or
  • Two years of experience in the computation of construction quantities; or
  • One year of experience in the computation of construction quantities and an associate's degree in an appropriate engineering technology; or
  • Any equivalent combination of experience and training.

Other Requirements:

  • This particular position also requires possession of a Class C non-commercial driver's license.

  • You must be able to perform essential job functions.
