SUMMARY
-
The Senior Manager position is responsible for the continuous quality improvement of child welfare practice, outcomes, and compliance. The Senior Manager works with the department's Administrative Team to plan, organize and lead the development, oversight and evaluation of the department's continuous quality improvement and collaborative community programs. Scope of responsibly includes working with various department divisions to collect and analyze data to guide best practice and achieve outcomes, representing all functions of the organization. Additionally, the Senior Manager supervises specialty managers and other select staff based on mandates and agency operations. The Senior Manager performs under minimal supervision with accountability for specific goals/objectives. Senior Managers must be certified by the State approved curriculum as Direct Service Worker and Direct Service Supervisor and obtain 20 hours of training each year to maintain certification. OCY mandates are extensive and delivered directly by OCY staff.

ESSENTIAL DUTIES AND RESPONSIBILITIES

- Strategic Planning Requirements. Contributes to all agency, State and County Fiscal and program planning requirements. Participates in organizational strategic planning and provides leadership for performance management and quality improvements policy development. Contributes to all internal agency planning events;
- Pro-Active Identification/Resolution of Organization Performance Management/Quality Improvement Initiatives Manages and coordinates organization-wide efforts to ensure that performance management and quality improvement programs are developed and managed. Use a data-driven approach that sets priorities for improvements aligned to ongoing strategic planning.
- Child Welfare Practice, Program and Policy Development. Assures that organization-wide Performance Management/Quality Improvement initiatives are focused and aligned on improving operational and program efficiencies and effectiveness. Provides leadership and coordination for improving the organization's core functions and evaluates the impact that systems improvements have on the county's children and families. Searches out best performance and quality improvement practices, making the Division Administrator aware of them and suggesting areas where they could be implemented.
- Regulatory Compliance. Meets all internal regulatory audits. Meets all regulations on an ongoing basis.
- Promotes Agency and Staff Development. Researches and develops Performance Management and Quality Improvement training programs that focus on enabling the workforce to achieve targeted improvements. Researches and designs appropriate organization-wide performance and quality training. Coordinates an in-house Quality Workgroup. Convenes regular meetings, sets agendas, develops and analyzes performance improvement data for the workgroup and implements an organization-wide communication plan and implements a recognition program for Improvement Teams.
- Monitoring and Reporting System. Establishes a continuous performance and quality improvement monitoring and reporting system. Produces reports regarding the status of performance and quality improvement efforts and impacts. Collaborates on the design of the information technology infrastructure required to support a performance and quality improvement system and makes recommendations for future improvements based on data collected. Applies quality improvement, outcomes measurement and statistical analysis. Assures that improvement activities are documented and reported within the organization and externally as appropriate.
- Promote OCY Public Relations. Actively engage in agency community events, engagements and functions. Develop and implement agency public relations initiatives. Conducts training related to departmental programs and services to staff and to diverse audiences in the community.
- Promote Managerial Team Trust and Cooperation. Works with the Division Administrator and Administrative Team to develop performance improvement targets for quality, service and efficiency of the organization. Keeps agency executive informed of intra-extra organizational and community issues.
- Demonstrates Managerial Principals. Exhibits teamwork and cooperation. Demonstrates personal professionalism in managing employee relations.

QUALIFICATION REQUIREMENTS

REQUIRED KNOWLEDGE, SKILLS & ABILITIES:
- Advanced Knowledge of Child Welfare Systems, related laws and regulations.
- Knowledge of other child serving systems services and mandates.
- Knowledge of current social, economic and health issues, and resources as related to children, youth and families.
- Knowledge of principals and methods applied to collect, revise, analyze statistical data.
- Advanced ability to analyze and evaluate program planning and operations.
- Ability to effectively communicate verbally and in writing.
- Ability to establish and maintain working relationships with departmental staff and other agencies.
MINIMUM EXPERIENCE AND TRAINING:
- Three years as a Program Specialist; or five years of experience in the field of Child Welfare and a bachelor's degree.
- This position is subject to mandates requiring Child Abuse, Criminal History, and FBI Clearances for employment.
- Pennsylvania residency is a requirement for this position.
* Promotions are based on meritorious service and seniority. Meritorious service is defined as the absence of any discipline during the 12 months preceding the closing date of this posting, and the last regular or probationary evaluation is higher than fair. Seniority is defined as a minimum of 24 months of service in the next lower class as of the closing date of the posting. * Promotion is not subject to provisions of a collective bargaining agreement.

EQUIPMENT NEEDED: Must have automobile in good working condition with Pennsylvania driver's license and adequate insurance coverage.
