What you will do at the Department of Economic Equity and Opportunity:
- The Reporting & Billing Analyst- CDBG MIT is a member of the Inclusive Procurements division at the Client Department of Economic Equity & Opportunity.
- This position will oversee the reporting and billing requirements related to various programs and services, including Vendor Diversity, Housing and Urban Development (HUD) Section 3 and Davis Bacon & Related Acts (DBRA) requirements.
- The Analyst will establish and maintain accounts receivable records and reports utilizing LCP tracker, B2Gnow, Texas Integrated Grant Reporting (TIGR), Monday.com, and/or other internal data sources.
- The Reporting & Billing Analyst will support the Inclusive Procurements CDBG-MIT program teams by handling data analytics and managing internal and external reporting tasks, including billing and invoice data.
Role & Responsibilities:
- Create and lead the production, in collaboration with the Inclusive Procurements leadership & staff, of the Minority and Women-Owned Business Enterprise (M/WBE)Utilization Reports, HUD Section 3 Reports, DBRA HUD Semi-Annual Reports (SAR), and other internal and external outcome reports on CDBG-MIT-grant funded work in support of the Inclusive Procurements leadership & staff.
- Manage and maintain reporting platforms to ensure streamlined, compliant, and efficient reporting in collaboration with stakeholders
- Liaise with the Client entities and partners on data infrastructure, business processes, billing, and IT systems that impact Inclusive Procurements reporting efforts.
- Analyze data to identify trends, inefficiencies, and opportunities for process improvement, providing recommendations to enhance business operations and customer satisfaction.
- Provide analytics & technical support for public meetings, conferences, and presentations, including ad-hoc analysis and report preparation.
- Create reports to support leadership decision-making on business strategy and performance using data analysis methods.
- Compile, analyze and report financial data to identify key metrics and trends, while managing payroll, timesheets, and billing compliance for grant reimbursement.
- Monitor and support compliance and issue resolution for Interlocal Agreements (ILA) and Memorandum of Understanding (MOU) with partner departments.
- Track execution of DEEO CDBG-Mit program initiatives, including partner information, purchasing processes, and key performance metrics.
Knowledge, Skills, And Abilities:
- Knowledge of Report and Billing creation.
- Ability to effectively manage multi-layered efforts with stakeholders from different departments and divisions, keeping the parties informed and on track with the project's development.
- Knowledgeable in budget management and invoicing.
- Ability to work strategically with the Finance and Administration Division.
- Excellent verbal and written communication skills.
- Must have the ability to convey information to others in a way that they can understand.
- Proficiency in Microsoft Office programs and data analysis.
- Skills in ideating and producing reports on program performance for internal and external audiences.
- Familiarity with visualization tools such as Power BI, Tableau, and/or Excel.
Work Environment:
- This role is eligible for hybrid work from within the greater the Client region in compliance with the Client Telework Policy.

- Some use of a vehicle and mobile device.
- May be exposed to fluids, compounds, or chemicals used in office environments and outdoor work areas.
Physical Demands:
- This role is a standard office role that requires remaining stationary for long periods of time.
- Periodic visits to other work sites, including outdoor construction or vendor sites may be required.
- At times files or boxes must be transported weighing up to 15 lbs.
Position Type and Typical Hours of Work:
- Grant Funded; Temporary Position; Monday - Friday, 8 am - 5 pm.
- Hours may vary based on the business needs of the department.
- Occasional weekend work may be required.
Minimum Qualifications:
- Bachelor's degree in accounting, statistics, analytics, mathematics, computer science, business administration or a related field.
- Three (3) years of progressive experience in accounting, billing, budgeting, analytics, business administration or a related field. OR
- Associate's degree in accounting, statistics, analytics, mathematics, computer science, business administration or a related field.
- Five (5) years of progressive experience in accounting, billing, budgeting, , analytics, business administration or a related field.
- Preferences: Bilingual Spanish/English Licensure
- Must have a valid Texas Driver's License (upon hire)
