Summary Responsible for leading and directing the overall operations and maintenance for the City of Garland's public parks, public exterior facilities, trails, medians, and right-of-ways. Also responsible for providing policy administration, budget analysis and recommendations, repair and renovation planning, resource allocation, and coordination of projects, renovations, and maintenance activities with other departments and governmental agencies. Pending qualifications, may oversee the Design and Development division for PARD. Lead and manage all aspects of maintenance for parks, trails, athletic fields, aquatic facilities, medians, rights-of-way, and the exterior and infrastructure-related components of public facilities, ensuring assets are safe, functional, and maintained in accordance with citywide standards, regulatory requirements, and community expectations. Assist with developing department-wide goals, objectives, policies, and procedures support the evaluation of park assets and services to ensure alignment with organizational priorities and the evolving needs of internal and external stakeholders. Select, train, supervise, and evaluate staff. Assess training needs and recommend assignments/assignment change, retention, discipline, and dismissal. Evaluate staff performance, identify training needs, and implement improvements to workflows, processes, and procedures through the research and application of innovative practices, technologies, and peer agency benchmarks that support departmental efficiency and program alignment. Oversee departmental tasks and projects to make sure deadlines are met. Coordinate and provide resource support to other city departments, city special events, CVB, and athletic events. Analyze park maintenance operations by reviewing reports and compiling data to compare and improve productivity and efficiency. Develop, coordinate and implement the objectives of the department including performance measures and service improvements and report team and program performance; ensure adherence to accreditation requirements. Oversee the annual operating budget; analyze revenue projections and monitor department expenditures. Act as liaison to City management, architects, engineers, contractors, Park Planning, citizens and others to report plans and project progression. Serve as liaison and/or representative at various meetings, including but not limited to, neighborhood, city council, board meetings, and Commission public hearings.
Minimum Qualifications
Or an equivalent combination of education and experience sufficient to successfully perform the essential functions of the job. Preferred Qualifications Education/ Experience:
Bachelor's degree in Park and Recreation Administration, Business Administration, Horticulture, Public Administration or related field of study 5-8 years' experience in assisting with the management of municipal park operations 2-4 years management experience
Knowledge, Skills & Abilities:
Extensive knowledge of local, state and federal policies and procedures as they relate to safety standards and regulations Extensive knowledge of operations, services and activities as they relate to park maintenance programs Extensive knowledge of principles and practices of park maintenance Extensive knowledge of materials, methods, practices and equipment used in municipal park grounds construction, maintenance and repair activities Skill in Microsoft Office (including; Excel, Outlook, Word) Skill performing inspections of various park grounds and facilities
Licenses and Certifications
Valid Class C Texas driver's license State of Texas Irrigators License, Texas Department of Agriculture applicator license, Certified Turf Manager preferred, not required National Playground Inspector Certification, ISA (International Society of Arboriculture) Arborist Certification preferred, not required
