The Section Manager Distribution Resource Integrations ("DRI"), Clean Energy Market Strategy will play a key role for the DRI by supporting the interests of Orange and Rockland and its customers to work with regulators and third parties in support of a clean energy future, new utility business models, and a flexible grid. The Company is dedicated to supporting the enablement of innovative business models to encourage the adoption of clean energy technologies and meet changing customer needs. The Section Manager will be responsible for the overall continuous strategic rate and market capabilities / design analysis as well as Earning Adjustment Mechanism strategy.The Company is seeking a Section Manager to lead efforts in rate and market design analysis and strategy. This role involves identifying, designing, and implementing new strategies to achieve clean energy goals, such as earnings adjustment mechanisms (EAMs) and guide the company's Flexible Demand strategy and help craft a vision for how the company will use demand side resources to achieve multiple strategic objectives. The Section Manager will lead and drive business value for the Company by analyzing and understanding the grid and resource potential to enable a more orderly clean energy related infrastructure build-out. Further, the Clean Energy Manager will help develop the Company's strategy and roadmap for grid capabilities that will be necessary to accommodate demand flexibility that can include analyzing the capabilities of the grid to use flexibility and then taking action for reliability, policy or economics. The Clean Energy Manager will act as a leader that advocates for and drives strategy towards implementation both internally and externally, garnering maximal support for success. Additionally, as a leader within the organization, the Section Manager will foster a highly inclusive team culture that collaborates widely and deeply for success of strategy with strong accountability and integrity. Finally, the Section Manager will support regulatory filings related to flexible demand and other market based clean energy approaches which include whitepapers, technical conferences, and interrogatories.
Core Responsibilities
- Provides direct oversight and leadership for initiatives that advance the goals of NYs Climate Leadership and Community Protection Act (CLCPA) and NJs Energy Master Plan (EMP) and align with the Companys long-term vision.
- Develops relationships with customers, alternate energy providers, and internal business units to identify new business opportunities related to the growth of distributed energy resources, including new revenue models, demonstration projects, and customer engagement tools which advance the Companys position.
- Manages consultants and 3rd party partner relationships to ensure successful outcomes, while also overseeing and developing a team to achieve project goals.
- Participates in the implementation of CLCPA and EMP through the assessment of NYPSC/NJBPU policy issues to determine their impact on the Company.
- Responsible for attending and preparing documentation for periodic meetings with NYPSC Staff, BPU Staff, customers, and town and local officials to provide information pertaining to clean energy planning implementation.
- Responsible for overseeing the development of distribution-level market design for flexible demand/DER resources this entails defining market structure, roles of market participants, products and services, procurement options, and market rules.
- Analyzes market model alternatives to facilitate informed decision making and assists in the formulation of the Companys strategic policy direction; includes preparation and presentation of findings to senior management.
- Participates on various cross-functional teams which influence and identify new business solutions for the Company including; Electrical Engineering, Technology Engineering, Energy Services, Customer Assistance/Accounting, AMI and other interfacing departments to adhere to all requirements and time schedules for the completion of REV related work.
- Represents the Company at NYPSC/NJBPU conferences and working group meetings related to CLCPA/Climate Resilience
- Represents the Company at industry conferences and meetings with external stakeholders related CLCPA/ Climate Resilience.
- Communicates, engages, and partners with lead stakeholders such as the NYPSC, NYSERDA, NYISO and other Joint Utility and DER participants.
- Prepares reports and presentations, and facilitate meetings for upper management. Makes formal and informal presentations to Company management, operations staff, and external stakeholders. Prepares written reports and supporting materials for executive meetings and submission to the NYPSC and NJBPU.
Required Education/Experience
- Bachelor's Degree and 8 years of related work experience or
- Master's Degree and 6 years of related work experience
Relevant Work Experience
- 6 - 8 years of relevant industry experience in engineering and/or operations of utility systems, required.
- Experience in at least 2 of the following areas: utility regulation, utility finance, energy markets, energy efficiency, or electric power systems and technology, required.
- Demonstrated ability to perform independent, rigorous research in a fast-paced, cross-functional team environment, required.
- Excellent analytical skills to understand technical issues and assess customer, company, and market economics related to clean energy and flexible resources, required.
- Strong oral and written communication and interpersonal skills, required.
- Ability to effectively interact with customers, support staff, and various levels of management, required.
- Well-organized, detail-oriented, and flexible to handle multiple assignments and deadlines, required.

- Familiarity with utility system design and construction, required.
- Familiarity with Rate Engineering, Energy Efficiency, and Demand Response programs, preferred.
- Working knowledge of regulatory processes such as preparation of rate proceedings, responding to commission orders and interrogatory requests, preferred.
