Job Summary

As the Arts Program Manager, you will spearhead the implementation of the new Comprehensive Arts Plan (CAP) for Loudoun County. The CAP presents a vision, goals, and strategies for the future of arts and culture development in the County. The Arts Program Manager will spearhead and collaborate with a variety of organizations to implement countywide actionable strategies for developing Loudoun County as a community that prioritizes its artists and offers unique experiences to its residents through increased public art and community programming.

The role requires familiarity with the multifaceted responsibilities of public arts administration, including managing and acquiring public art, gallery management, innovative arts programming, arts education, and event planning. This position manages budgets and contracts and actively supports the Board of Supervisors-appointed Loudoun Arts Advisory Committee. In addition, the Arts Program Manager serves as a leader and subject matter expert for the department, utilizing knowledge of policies and procedures to advise management on applicable laws and regulations. This position will manage a full-time Arts Curator, and one to four additional future positions outlined in the CAP. The ideal candidate will incorporate PRCS values (excellence, collaboration, innovation, integrity, and resilience) in all they do to support and develop the arts in Loudoun.

* PRCS, 742 Miller Drive, Leesburg, VA

Responsibilities include, but are not limited to:
* Oversees the utilization of the program budget; guarantees the proper allocation of budgetary resources.
* Administers program resources; analyzes the program's effectiveness, efficiency, outcomes, and quality.
* Supervises the performance of staff members.
* Administers contracts following the contracting protocols and guidelines set forth by the County and Department; upholds the integrity of contract documentation and compliance requirements.
* May carry out additional critical job responsibilities pertinent to the role and departmental assignment.

Minimum Qualifications

Requires any combination of education and experience equivalent to a Bachelor's degree in Arts, Public Administration, or a related field and five (5) years of related work experience, including one (1) year of lead/supervisory level experience, or equivalent combination of education and experience.

Preferred Qualifications:
* 3+ years of local government or nonprofit public art-specific work history.
* Experience developing and implementing art initiatives and comprehensive plans.
* Understanding the process to create policies and procedures independently and with consultants.
* Familiarity with local government or the field of parks and recreation.
* Knowledge of public art programs, event planning, and exhibitions.


Job Contingencies and Special Requirements

Must undergo criminal, credit, and DMV background checks. A valid driver's license and a good driving record are required (driving records may be assessed annually to ensure ongoing eligibility).
