Job Summary

The Natural Resources Division in the Department of Building and Development is seeking candidates for a full-time position on the Natural Resources Team. The ideal candidate must have a knowledge of and understanding of natural resource issues and the effects of development on the County's natural resources, the ability to diplomatically communicate technical issues, and project management disciplines. Under the general direction of the Natural Resources Team Lead, the Natural Resources Engineer (Engineer III) reviews legislative applications, plans and permits; conducts technical analysis; inspects sites; ensures that natural resources are identified, sustained, maintained, preserved, and restored; assists citizens; addresses complaints; and ensures legal compliance with codes and various laws.

Duties of the Natural Resources Engineer include:
* Reviews legislative and land development applications, permits; ensures technical accuracy and quality of information; conducts field site visits to identify critical environmental areas; and applies good engineering practices and applicable regulations in Zoning Ordinance, Land Subdivision and Development Ordinance (LSDO), Facilities Standards Manual (FSM), and the 2019 General Plan;
* Prepares written plan correspondence and maintains information in the County's land management system, LandMARC;
* Evaluates environmental issues related to development within the County; coordinates with project managers and applicants to incorporate conservation techniques and environmental design strategies into development plans; ensures compliance with the environmental requirements of local codes and ordinances, and federal/state laws and regulations;
* Provides clear and accurate information regarding permit and plan applications to applicants, builders, developers and staff on status, problems, and resolutions. Provides technical information and support to managers, planners, and other staff members; and
* Develops and recommends revisions to the Facilities Standard Manual, County Ordinances, and the 2019 General Plan, as well as identifying initiatives within their area of expertise.

The ideal candidate will demonstrate creative and strategic approaches to problem solving and the ability to work independently or on a team. The successful candidate will be able to communicate ideas clearly, concisely, and effectively, both orally and in writing, to include preparing reports, giving presentations, and expressing ideas effectively and professionally to an engineering and non-engineering audience. The candidate should have excellent research skills and the ability to use sound judgment to solve problems and issues with minimum supervision.
Knowledge of GIS is preferred but not required.
This position may be assigned to assist with special projects or initiatives and is eligible for telework per the Department's telework policy.

This position is eligible for a $6,000 hiring bonus in accordance with the County's Hiring and Retention Bonus Program.
Hiring salary is commensurate with experience


Minimum Qualifications

Bachelor's degree in Engineering from a four-year college or university accredited by the Accreditation Board for Engineering and Technologies, Environmental Science, Forestry, Landscape Architect or a related field; (3) years of related professional engineering and construction management work experience with direct design as well as administrative experience; or equivalent combination of education and experience.


Job Contingencies and Special Requirements

Criminal , credit , and DMV background checks are required.

This position may require the candidate to work beyond the normal workday as required to attend Board of Supervisors, Planning Commission, or other special meetings. In addition, this position may be required to complete field work and be present at development and construction sites.
