Land Development Services (LDS) is the steward of the county's land development and building construction codes and regulations, and its staff members embrace their essential role as "first preventers." Every day, through careful review, permitting and inspection of site and building construction, our staff protect the health, safety, welfare, and environment for those who live in, work in, and visit Fairfax County. Our department also serves as the gateway to much of the county's economic development, reviewing over 30,000 building and site plan submissions, issuing nearly 70,000 building permits, and conducting over 220,000 building and site inspections each year. Under senior leadership direction, this position serves as an assistant division director over staff performing complex engineering work usually with broad effects on public safety, responsible for regulatory compliance, planning, budgeting, scheduling, coordinating. Manages multiple teams of Engineer V s, Engineer IV s, and other professional level teams. Provides guidance to the site review team in SDID, promoting effective project management skills, developing strong technical expertise among reviewers, protection of public safety, and fostering teamwork to efficiently and accurately conduct regulatory reviews of site-related plans and documents. Establishes streamlined procedures and policies so that expectations of staff and industry are clearly communicated and achieved. Plans, manages and implements process improvements based on metrics and function as the lead Planning and Land Use System (PLUS) product owner for site review, prioritizing identified changes and managing and delegating testing. As the lead technical subject matter expert on SDID-enforced regulations, evaluates and resolves complex issues related to code compliance and best design practices. Cultivates collaborative relationships with all stakeholders in the land development process, coordinating closely with Site Inspectors, VDOT, partner review agencies, Magisterial District staff, and Industry representatives. Reviews the budget requirements of the division. In all matters, serves as a role model for exceptional customer service and promotes exemplary customer service practices throughout the site review teams. Provides exceptional customer support for services performed by the department and ensures compliance with applicable codes, regulations, and standards related to various activities within the agency's scope. A key responsibility is delivering timely and effective customer service through in-person, phone, and virtual channels, with staff offering expertise to address real-time inquiries. Additionally, proactively collaborates with colleagues both within and outside the business unit to ensure efficient service delivery and timely resolution of customer needs.

MINIMUM QUALIFICATIONS: Any combination of education, experience, and training equivalent to the following: (Click on the aforementioned link to learn how Fairfax County interprets equivalencies for "Any combination, experience, and training equivalent to") Graduation from a four-year college or university accredited by the Accreditation Board of Engineering and Technologies with a bachelor's degree in the appropriate engineering or architecture field; plus, five years of progressively responsible professional experience in the appropriate engineering or architectural field, including two years of supervisory experience. Possession of a valid Virginia Professional Engineer or Architect license is required.
CERTIFICATES AND LICENSES REQUIRED:
- Driver's License -Required
- Professional Engineer - PE (VA) (Required)
- Certified Floodplain Manager (CFM) within 9 months of hire.
- DEQ - DUAL Program Administrator certification - completion of first required training class within 12 months of hire and certification required within 12 months of date of completion of first required class.
- DEQ - DUAL Plan Reviewer certification - completion of first required training class within 12 months of hire and certification required within 12 months of date of completion of first required class.
NECESSARY SPECIAL REQUIREMENTS:
The appointee to the position must satisfactorily complete a criminal background check, driving record check, and a credit check.
This position is considered essential personnel and will be required to report to work during times designated countywide as approved for unscheduled leave regardless of the emergency situation (i.e., weather, transportation, other disaster).
PREFERRED QUALIFICATIONS:
- Five (5) or more years of supervisory experience
- Five (5) or more years of working with local boards, commissions, or elected officials
- Five (5) or more years of experience in customer service
- Five (5) or more years of experience in site plan design and/or review
PHYSICAL REQUIREMENTS:
Ability to drive a car.
Ability to operate keyboard driven equipment.
Sufficient mobility to perform site visits.
All duties performed with or without reasonable accommodation.
