SUMMARY OF THE ROLE
The Sr. CSU Instrumentation & Controls (I&C) Specialist is responsible for supporting the design, construction, commissioning, startup and handover of the Rio Grande LNG project up to Substantial Completion of each LNG Train. The CSU activities will be performed and are the responsibility of the EPC Contractor (Bechtel). The Sr. CSU I&C Specialist will work closely with EPC Contractor's CSU Team to ensure these activities are performed in accordance with the approved Project Specifications and procedures, as well as in accordance with industry's best practices and National/Local standards. This position is located in Brownsville, TX at the RGLNG site.

KEY RESPONSIBILITIES:
  • Support EPC Contractor's pre-commissioning, commissioning, and start-up efforts across all I&C systems, including testing of components and equipment.
  • Verify, witness, and document activities within assigned systems, collaborating closely with EPC CSU counterparts.
  • Ensure testing aligns with Project-approved I&C ITPs and ITRs and is properly uploaded to the Completion Database.
  • Review loop folders, testing method statements, staffing, and execution plans to ensure compliance with Project and industry standards and schedules.
  • Participate in construction and commissioning walkdowns, identifying punch list items.
  • Track testing progress and verify alarm management, FAT/SAT documentation, punch lists, and carry-over scopes are completed per Project standards.
  • Ensure adherence to PTW, LOTO, and other project procedures by all CSU teams.
  • Apply management of change protocols, including design updates, drawing revisions, NCRs, RFIs, FCDs, redlines, and retesting.
  • Coordinate I&C-related technical issues with Client and Contractor engineering teams, both site-based and home office, as well as suppliers.
  • Monitor EPC spare parts procurement and inventory to ensure readiness for CSU use.
  • Oversee Client support for Site Acceptance Tests of supplier packages.
  • Participate in review of turnover packages for RFFGI, RFSU, RLFC, and SC milestones.
  • Work with Owner's O&M Teams to implement operational systems for smooth transition from EPC to Owner operations.
  • Collaborate with Project Controls to track and report startup schedules and progress accurately.
  • Champion safety by following and promoting Project and Client safety programs.
  • Participate in Pre-Startup Safety Reviews (PSSR) and regulatory compliance reviews.
  • Support SIMOPS activities during commissioning and startup phases.
  • Assist with post-Substantial Completion corrective work led by the EPC Contractor.
MINIMUM REQUIREMENTS:
  • 10 years of experience in similar roles with owners/operators or EPC contractors, including 5+ years on LNG liquefaction projects during the execution phase.
  • Bachelor's degree in a related discipline or equivalent experience in LNG facility commissioning and startup.
  • Deep expertise in I&C commissioning for large-scale greenfield projects, with strong knowledge of equipment testing and startup procedures across electrical, mechanical, and process systems.
  • Familiar with FERC regulations and industry standards (OSHA, ASME, ANSI, API, ASTM, NFPA), and experienced in reviewing and approving test plans and procedures.
  • Proven leadership in client-side CSU teams on Lump Sum Turn-Key projects; capable of influencing cross-functional teams without direct authority.
  • Extensive knowledge of HSE procedures (PTW, JHA/JSA, LOTO), safe work practices, and isolation methods.
  • Competent in using 3D models, MS Office, completions databases, and reporting tools; strong understanding of scheduling and progress tracking.
  • Successfully led commissioning and startup on 3-5 major projects, with sound decision-making and team coordination skills.
PREFERRED QUALIFICATIONS:
  • Knowledge of and experience in using Bechtel's SWPPs and STCPs to govern work activities is preferred.
  • Prior experience with Bechtel CSU processes and procedures is strongly preferred, but not required. In addition, the candidate will have substantial experience in leading pre-commissioning, commissioning and startup activities on one or more large scale project(s).

* Exposure to constant or intermittent sounds of a pitch level sufficient to cause marked distraction.
* Routinely uses standard office and field communications equipment such as computers, phones, photocopiers w/scanner and fax, and radios.
