Pay Range

$176,310 - $248,292 Annually

$176,310 - $215,892 Annually for the 391.1 Level

$202,770 - $248,292 Annually for the 391.2 Level

Job Description

We have an opening for a Field Operations Supervisor to oversee a team of technicians to provide safe, efficient, and compliant waste management customer service to programs and facilities. Your team will work to identify, characterize, package, document and transport a variety of regulated waste, including but not limited to universal, radioactive, and hazardous waste, including explosive waste. This is a working-supervisor type of position, and you will be required to work alongside your team often. You will be responsible for scheduling employee day-to-day assignments and overall workloads, ensuring compliance with all Environmental, Safety & Health (ES&H) requirements, and training and mentoring of team members. You will also be responsible for the physical operations of several Resource Conservation and Recovery Act (RCRA) permitted facilities, including high-hazard facilities such as the Explosive Waste Storage and Treatment Facilities. This position is in the Radioactive and Hazardous Waste Management Program (RHWM) within the Strategic Deterrence (SD) Directorate.

This position requires full-time on-site presence due to the nature of the work.

This position will be filled at either level based on knowledge and related experience as assessed by the hiring team. Additional job responsibilities (outlined below) will be assigned if hired at the higher level.

In this role, you will

  • Manages day-to-day activities of approximately 10 team members including scheduling work assignments, training, and compliance with safety, and facility requirements.
  • Provide direct oversight of waste management operations including waste generator support in the field, lab-packing, spill response, Consolidated Accumulation Areas (CAAs) and Satellite Accumulation Areas (SAAs) management, and the overall operation of RCRA-permitted facilities.
  • Provide the necessary training and mentoring of all team members to ensure the team can provide the necessary support for Site 300.
  • Provide direct oversight of operations in high-hazard facilities.
  • Work with waste generators, programs, Site 300 management and RHWM personnel to develop innovative and cost-effective solutions to waste management issues.
  • Contribute as a member of the Waste Generator Services group management team in the overall management of the group, planning projects and activities, and development of the annual budget.
  • Represent RHWM to all stakeholders at Site 300 including Facility Management, safety professionals, waste generators, and state agency auditors
  • Perform other duties as assigned.

In Addition, at the 391.2 Level

  • Manage both small and large projects independently with the ability to deal with changing priorities.
  • Provide advanced waste management and/or contamination control capabilities.
  • Develop longer-term workforce planning (e.g., succession planning) to ensure the team continues to provide the support needed.

Qualifications
  • Ability to secure and maintain a U.S. DOE Q-level security clearance which requires U.S. citizenship.
  • Bachelor's degree in Environmental or related scientific field, or equivalent combination of education and experience.
  • Demonstrated experience training and mentoring less experienced personnel.
  • Knowledge of RHWM's waste tracking databases, or previous experience utilizing databases to track, record, and generate reports.
  • General understanding of waste management requirements in generator areas, including SAAs and CAAs.
  • Experience maintaining compliance within RCRA-permitted facilities or other high-hazard facilities which are highly regulated.
  • Experience developing work procedures, including work control documents.
  • Currently qualified as an Explosive Handler or ability to achieve this qualification in a short period of time.
  • Demonstrated experience communicating effectively and respectfully with a broad range of personnel including state regulators.

In Addition, at the 391.2 Level

  • Experience leading teams and motivating personnel.
  • Experience developing and implementing workforce policies and procedures.
  • Demonstrated experience building strong working relationships across work teams and programs.

Site 300

Site 300 is an experimental test site operated by LLNL. Situated on 7,000 acres in rural foothills approximately six miles southwest of downtown Tracy and 15 miles southeast of Livermore, Site 300 hosts approximately 200 employees with expertise in such fields as engineering, chemistry, biology, and environmental restoration. Employees assigned to work at Site 300 may be exposed to the organism that causes San Joaquin Valley Fever (coccidioidomycosis).

Security Clearance

This position requires a Department of Energy (DOE) Q-level clearance.If you are selected, wewill initiate a Federal background investigation to determine if youmeet eligibility requirements for access to classified information or matter. Also, all L or Q cleared employees are subject to random drug testing. Q-level clearance requires U.S. citizenship.

Pre-Employment Drug Test
