Job Description

Torch Technologies is currently seeking a Budget Analyst to support Government Program Lab Managers. The candidate will work closely with both government and contractor leads, assisting with budget preparation, reporting, and cost/schedule variance analysis for multiple programs supporting various government customers. The ideal candidate will demonstrate strong performance management, organizational skills, analytical capabilities, adaptability, self-motivation, and accountability.

Responsibilities include but are not limited to:



  • Support a wide variety of detailed financial and administrative functions, including budgeting, facilities, logistics, and day-to-day operations for large and/or complex programs and organizations.
  • Participate in budget preparation and provide recommendations on procedures to monitor program performance and expenditures.
  • Monitor, track, and analyze budget execution, including employee labor hours and categories, and assess burn-out dates to ensure timely and efficient program execution.
  • Interpret and implement cost proposal estimating, pricing, and documentation requirements; may define parameters for estimate preparation.
  • Prepare and maintain presentation materials for senior leadership, summarizing budget performance and highlighting cost/schedule variances across multiple labs.
  • Analyze financial performance to determine if programs are meeting targets; investigate variances and recommend timely corrective actions.
  • Collaborate with lab managers and government leads to establish and monitor program baselines and ensure alignment with programmatic and funding goals.
  • Estimate future budgetary needs and provide input into long-term financial planning.
  • Serve as a primary point of contact to customers on behalf of Program Managers for financial matters, ensuring accurate communication and responsiveness.
  • May provide work leadership to lower-level employees.

Job Requirements

  • Bachelor's degree in Business Administration or a related field, or equivalent experience.
  • Minimum of 5 years of experience in contract interpretation, budget development, and administration of government-funded projects.
  • Strong oral and written communication skills, with the ability to build and maintain effective relationships with internal and external stakeholders.
  • Demonstrated ability to work independently, proactively manage priorities, and meet or exceed deadlines.
  • Proficiency in Microsoft Excel and other Microsoft Office applications.
  • Detail-oriented with strong analytical and organizational skills; able to manage multiple priorities in a fast-paced environment.
  • Must be a team player with a collaborative mindset.
  • Active SECRET Clearance required, or ability to obtain a clearance within 30 days.


Preferred Qualifications:



  • 10+years of experience supporting military service, government programs, or defense-related financial operations.
  • Familiarity with government funding execution processes, including experience working with lab managers, PMs, and contracting officers.
  • Experience with budgeting and reporting tools commonly used in defense programs (e.g., EVM tools, financial tracking software, or government budget systems).
  • Prior experience serving as a liaison between government customers and program leadership teams.
