Position Description:

In the role of Program Director II you will be responsible for driving the planning, facilitation, communications, culture, and overall implementation of CAREScan Mobile Screening, an integral technology initiative of the Wisconsin BioHealth Tech Hub, led by the Medical College of Wisconsin.

The Director executes the planning, development, and implementation of CAREScan in partnership with the co-PIs of the program. The Director provides direction and connection to sub-awardees, contractors, and partners to ensure a seamless implementation and achievement of success measures. The Director effectively manages the implementation schedule and priorities to deliver a high-quality product.

Essential Duties and Responsibilities

  • Essential partner to co-Principal Investigators (PI) for successful design, planning and implementation of CAREScan.
  • Direct program development, planning, implementation and tracking.
  • Direct project budget of CAREScan within the approved scope and requirements.
  • Ensure that the project is delivered within the approved project scope and requirements set forth by the Wisconsin BioHealth Tech Hub and grantor.
  • Monitor and manage quality assurance and compliance issues.
  • Work with co-PIs to appropriately manage, identify, and secure appropriate resources to meet project deliverables.
  • Cultivate and manage strategic partnerships with community-based organizations, federally qualified health centers, hospital systems, employers, service vendors, and other partners and stakeholders for design, planning, implementation and deployment of CAREScan.
  • Collaborate with team members across the Wisconsin BioHealth Tech Hub to ensure connectivity across projects and capacity to elevate the Tech Hub
  • Assemble a Community Advisory Board representing communities served and partnerships to guide community-facing design of CAREScan.
  • Manage subawards and contracts required for successful implementation
  • Lead team including project coordinator, budget manager, grants specialist, and other personnel serving in a part-time capacity. Assign individual responsibilities and appropriate resources for deliverables.
  • Develop accurate project proforma that includes assumptions, FTE, duration, cost, and resources for all phases of a project including transition to operations.
  • Create and oversee effective communication plans that address all aspects of the project and comprehensively target appropriate audiences. Facilitate communication among workgroups and key stakeholders. Report on project status.
  • Maintain communication with co-PIs to manage expectations throughout the project.
  • Represent CAREScan at relevant private, public, and community forums.
  • Utilize effective change management techniques to manage changes to project scope and impact of changes on key stakeholders.
  • Effectively utilizes project management tools and techniques, such as creating and maintaining project schedules, risk and issues logs, project change requests, and status reporting.
  • Utilize appropriate project team members as contributors, reviewers, and approvers of project documentation to produce high-quality project deliverables.
  • Plan and facilitate meetings and prepare meeting activities. Approve meeting minutes and manages action items to completion.
  • Ensure program data and progress are reported to program stakeholders.
  • Partner with Wisconsin BioHealth Tech Hub leadership to assure compliance with grantor regulatory and policy requirements. Ensure compliance with regulatory and institutional policies and committees.




Preferred Schedule:




Full-time role with expectations for coverage during core business hours and flexibility required as necessary to accommodate business needs.



Position Requirements:

Minimum Required Education: Bachelor's degree

Minimum Required Experience: 10 years of experience

Preferred Education: Master's degree or Doctoral Degree in Public and Community Health or equivalent.

Preferred Experience: 7+ of progressive project leadership, and experience in an academic environment.

Fields: Project Management, Epidemiology, Public and Community Health, Business Operations.

Preferred Certification: Formal Project Management training and / or certification preferred, i.e., PMP, Six Sigma, CPPM, etc.
