The role
The Safety and Security Senior Manager is responsible for the Safety and Security Risk Management of Palladium staff, projects and partners in the Asia Pacific (APAC) region. The team member will be based in Australia and available to travel across Australia and the APAC region at limited notice. The SeniornManager will also be available on an 'on-call' basis for out of hours incident management including weekends and public holidays.
Key responsibilities include:
Workplace Health and Safety
  • Conduct risk assessments and advise on health and safety risks and risk management strategies.
  • Implement the health and safety incident notification and management process to ensure provision of adequate support to staff and compliance with regulatory requirements.
  • Complete incident investigations to identify contributing factors of any incidents and corrective actions to continuously improve health and safety systems.
  • Implement a health and safety assurance program, including regular inspections, internal audits and tracking of corrective actions.
  • Monitor and conduct trend analyses of health and safety risks, incidents, compliance, and actions and provide monthly performance reports to APAC management.
  • Keep up to date with work health and safety legal and other compliance requirements and regularly communicate relevant requirements, and any applicable changes, to staff and managers.
  • Communicate regularly with staff, consultants, managers and other relevant stakeholders to promote awareness of health and safety risks and protocols, and ensure adequate processes are in place for consultation on health and safety matters.
  • Ensure that health and safety risks associated with domestic and international are identified and that staff are properly informed and advised on health and safety risks and protocols.
  • Coordinate fitness for work medical assessments as appropriate and commensurate with the risk.
  • Implement an injury and illness management program to ensure that staff are provide with appropriate access to first aid and medical care, early intervention, and workplace rehabilitation programs and other supports when required.
  • Ensure emergency preparedness actions and response plans are in place for all workplaces.
  • Act as lead APAC OH&S staff member, working with project and location Security Managers and Safety and Security Focal Points to develop and implement OH&S plans and policies, taking into account International Standards, and Australian and other local legislation.
  • Develop and deliver Security and OH&S briefings and training for all APAC staff and consultants.
Security
  • Act as custodian for Palladium's Security guidelines and policies in the APAC region, providing written and verbal security risk management advice and analysis to projects and operations.
  • Share knowledge and liaise with security focal points in diplomatic missions, UN and international organizations, implementing partners, and similar organizations in the APAC Region.
  • Provide safety and security alerts, information, reports, and analysis to all staff, including visitors, implementing partners, key corporate leadership, and Palladium's Director of Global Safety and Security.
  • Prepare and maintain Palladium safety and security documentation, including security risk assessments and Operational Security Guidelines (OSG).
  • Support the development, establishment, and implementation of Palladium's security risk management system in the APAC Region, including physical security surveys, travel security SOPs, and incident and medical contingency plans.
  • Oversee and establish Palladium's safety and security communication systems, including security alerts and emergency communication tree, for all employees and visitors.
  • Develop and implement plans for periods of elevated risk, such as elections, localized instability, or airport closures, and facilitate access to medical facilities for international visitors in accordance with insurance and Crisis24 requirements.
  • Provide security assessment, planning, and budget support for Palladium business opportunities in the APAC region, and manage the APAC Incident Reporting process.
  • Provide administrative and instructional support for Hostile Environment Awareness Training (HEAT) and similar training for Palladium staff, projects, and partners, and support Americas and UKEA security management as required by the Director of Global Safety and Security
About you
You will have significant experience in Development, Humanitarian Aid, Conflict, Government or a similar field in the context of Safety and Security, and you will have experience of working in an insecure / post-conflict environment.
Additional key requirements include:
  • Higher level education in related fields of International Relations, Risk Management, Business, Health and Safety, Security, Humanitarian or Conflict Studies.
  • Excellent technical/ business writing skills and strong written and verbal communication skills.
  • Highly developed organisational skills, agility and the ability to balance and prioritise multiple tasks and work well under pressure.
  • Demonstrated ability to build and maintain strong collaborative relationships with internal and external stakeholders, including at senior leadership levels.
  • Flexibility to travel to various locations throughout the APAC region.
