DEFINITION
The Senior Network Administrator is responsible for the design, planning, operation, security, and day to day management of the District's wired and wireless networks, servers, switches, network connected devices, and all data communications with entities outside the District. This is a senior level position and involves substantial responsibility for the overall health, operations, and security of all computer networks and servers on District systems.
This position plans for and solves the most complex network and server issues that may face the District. This position works closely with the IT Management and staff in fulfilling their respective responsibilities to keep all District computer operations functioning. In addition, this position serves as a liaison and coordinator for the District's Data Center Services.
Incumbents perform a variety of high-level technical tasks relative to the assigned area of responsibility. May also serve as a lead for lower-level technical staff.
DISTINGUISHING CHARACTERISTICS
This position is the expert level in the Information Technology group. This is a technical leader with a high degree of in-depth knowledge in the overall field and recognized expertise in specific areas; problem-solving frequently requires analysis of unique issues/problems without precedent and/or structure. May manage incidents that include formulating strategies, processes, and resources; functions with a high degree of autonomy. Positions at this level are distinguished from the Information Technology Support series by the level of responsibility assumed, complexity of duties assigned and by the scope and impact on District Information Security, network and technical operations.
SUPERVISION RECEIVED AND EXERCISED
Receives limited supervision from an assigned supervisor. Exercises oversight over lower-level technical staff in areas of responsibility.

Responsibilities and Duties

- Establishes VPN, LAN, WAN and DMZ specifications by conferring with users; analyzing workflow, access, information, and security requirements; designing router administration, including interface configuration and routing protocols.
- Continually improves the networks by monitoring and evaluating network performance issues including availability, utilization, throughput and latency; planning and executing the selection, installation, configuration, and testing of equipment; defining network policies and procedures; establishing connections and firewalls.
- Secures the networks by developing and implementing network access, monitoring, control, and evaluation systems; maintaining documentation.
- Administers servers, virtual servers, NAS, SAN, desktop computers, printers, routers, switches, firewalls, phones, personal digital assistants, smartphones, software deployment, security updates and patches.
- Maintains network facilities in all machines, such as drivers and settings of personal devices and printers.
- Maintains network servers such as file servers, VPN Gateways and intrusion detection systems.
- Updates job knowledge by participating in educational opportunities; reading professional publications; maintaining personal networks; participating in professional organizations.
- Maintains inventory of equipment and parts as well as documentation of configurations, standards and vendor activities.
- Acts as a liaison and serves as a technical resource to external college districts for disaster recovery and back-up services hosted at the Data Center.
- Protects organizational value by keeping information confidential.
- Responsible for configuring, installing, maintaining and upgrading network infrastructure and associated devices.
- Assists in planning for the future strategy of networks and servers and providing budgetary information as needed.
- Diagnoses and troubleshoots both common and unusual network problems, performing preventive maintenance on the network, along with monitoring performance on both the local area network (LAN) and wide area network.
- Analyzes and assesses the technological needs of the District; recommends and/or designs computer software applications; program new applications or enhance existing programs.
- Responsible for the installation, operations, upgrade, performance, and monitoring of the network and application servers - including email servers, security cameras and building security systems.
- Ensures network security by maintaining proper domain user accessibility and being able to reasonably guard against the most complex threats to the District's network security.
- Provides network support to users; receives and responds to incoming calls, e-mails, or pages regarding network operations and/or problems.
- Maintains, prepares, and upholds processes for reporting, statistically monitoring, and logging network performance. This includes the ability to identify and resolve the most complex performance issues.
- Confers with vendors, manufacturers and Information Services staff in the evaluation, selection, acquisition and implementation of computer hardware and/or software solutions.
- Evaluates, tests and implements new operating systems or systems software packages; installs new versions, releases or maintenance levels of existing operating systems.
- Reviews, evaluates and analyzes new or updated software or operating systems; confers with staff and recommends modifications to existing systems.
- Detects, isolates and resolves network problems; utilizes vendor coordination and support as needed; implements bypasses or other resolutions. Installs, troubleshoots and repairs electronic athletic equipment including scoreboards, time clocks, public address systems and exercise equipment.
- Provides technical support in the operation of computer laboratories; works with staff to resolve technical problems and enforce the proper use of equipment.
- Attends and participates in professional group meetings; stays abreast of new trends and innovations in the field of information systems.
- Trains and coordinates the work of student and short-term employees; oversees and trains lower-level information technology staff.
- Performs related duties and responsibilities as required.

Qualifications

Knowledge of:
- Operational knowledge of network and routing protocols.
- Operational knowledge of Voice-Over-IP phone systems.
- Operational knowledge of switch configuration and programming.
- Software and hardware installation on networking equipment and microcomputers.
- Familiarity with a variety of networking and personal computer software.
Ability to:
- Work both independently and within a team environment.
- Organize and manage multiple priorities.
- Ability to troubleshoot and perform routine maintenance on servers, computers, and peripheral equipment.
- Ability to communicate information to faculty, students, staff, and the public in a clear and concise manner.

Education and Experience Requirements
- Bachelor's degree from an accredited college or university with major course work in computer science, information systems, electronics or a related field and five (5) years of increasingly responsible related experience including two years in a lead or supervisory capacity.
OR
- Associate's degree from an accredited college or university with major course work in computer science, information systems, electronics or a related field and seven (7) years of increasingly responsible related experience with at least three years in a lead or supervisory capacity.
