Department Overview

The Coworkers of Electric Operations ensure the delivery of safe and reliable electric service to our customers. Electric Operations is responsible for every aspect of PG&E's electric distribution and transmission operations, including planning, engineering, maintenance and construction, asset management, business planning, restoration and emergency response.

Position Summary

Leads a team of Field Engineers to provide technical, project planning expertise and direction for contract construction projects. Reviews scheduled work that has completed the estimating process. Ensures all pre-conditions are met including permits, environmental reviews, and that the estimated costs are in line with the construction review and project field costs. Manages priorities of all stakeholders to ensure the project can be completed on schedule in the most cost effective and efficient manner.

A reasonable salary range is:

  1. Annual Minimum: $125,000
  2. Annual Midpoint: $170,000
  3. Annual Maximum: $215,000

Job Responsibilities

  • Approximately 6-10 staff including: Field Engineers, Engineering Technicians and/or Schedulers.
  • Determines what pre-condition activities are needed for the type of work. Schedules and ensures completion of all pre-work such as environmental reviews, permits, interfacing and coordinating with appropriate government agencies.
  • Identifies potential issues with the project and advises the engineers, construction crew, and other stakeholders as necessary, on the impact and possible alternatives. Develops and presents recommendations.
  • May manage projects as part of programs, other large capital construction work or both. Partners with Program Manager to ensure all work in program is completed on time and within budget. Communicates any cost or schedule issues to Program Manager and collaborates to resolve.
  • May participate in benchmarking and process improvement reviews and activities.
  • May work with service planning, engineering planning and project services, program managers, in the development of project scopes, schedules and budget.
  • Monitors and ensures construction quality standards. Articulates compliance requirements and their impact on the business to employees and contractors.
  • Oversees scheduling to minimize resource movement, assuring material & equipment is on time, on site, and in correct quantities. Coordinates with Work and Program Management and regional Resource Managers regarding construction schedules, required resources and priorities.
  • Collaborates with Resource Managers to determine when crews need to be redeployed to other jobs.
  • Partners with the Superintendent to manage and monitor all project costs, budgets, execution schedules. Analyzes and evaluates the cost-benefit ratios of the project to determine the most cost effective and efficient resources, equipment and scheduling.
  • Manages engineering staff in reporting work status and related costs in order to support construction crews in achieving optimum productivity and attainment of unit costs.
  • Acts as a point of contact for the Business Finance department to convey information on PCC, unit cost monitoring, and other financial and productivity measures.
  • Performs effective up-front project planning to minimize costs, change orders and maximize efficiency. Oversees the review of construction jobs before commencement of work.
  • Reviews estimated and authorized costs against actual work activities required for the project. Ensures equipment and resources are available.
  • May participate in walk downs. Reviews all change orders. Supervises staff to accomplish results through effective recruitment and selection, training and development, performance management, and rewards and recognition.

Qualifications
Minimum:

  • High School or GED
  • Four (4) years total relevant experience in a construction and/or utilities environment

Desired:

  • 5 years of experience in the field of Industrial engineering or Construction
  • 7 years working experience in the field of Industrial
  • Engineering or Construction.
  • Working Knowledge Primavera
  • P6, Primavera Contracts
  • Demonstrated abilities in Cost accounting / Inspection / Contract administration.
  • Demonstrated knowledge in Electric Distribution Construction.
  • Ability to perform cost and project scheduling.
  • Electric Distribution material / construction / standards.
  • Advanced knowledge of electrical Distribution construction projects in all disciplines.
  • Familiarity with the processes and orientation of construction contracting firms.
  • Strong project and people management skills.
  • Ability to understand, interpret and communicate civil/electrical work procedures, process instrumentation, work methods, standards, policies, and guidelines.
  • Demonstrates skill in achieving cooperation from others in order to achieve a goal.
  • Ability to lead teams to perform effectively under deadlines and in emergency situations
  • Supports a team in assigned geographic area to ensure the safe, efficient and timely completion of work in compliance with the maintenance requirements of General Order (GO) 165 standards. Integrates GO 165 in the work/document verification process.
  • Knowledge of the company's emergency management processes.
  • Ability to lead trainings and coach less experienced employees.
