The Pennsylvania Liquor Control Board (PLCB) has an exciting opportunity for a Senior Applications Developer in the Bureau of Enterprise Applications Solutions, Regulatory and Custom Applications Development Division. In this role you will be responsible for performing highly advanced technical work in the customization and maintenance of the PLCB's ERP (Enterprise Resource Planning) and other inter-related systems. This may include E-Commerce front-end integrations and support of existing PLCB Java-based applications owned by the ITS RICEW (reports, interfaces, custom program development, extensions, workflows, and web services) team. DESCRIPTION OF WORK

As a Senior Applications Developer, you will be responsible for the analysis, design, planning, development, testing, maintenance, and documentation of significant components of the PLCB's ERP and inter-related systems. Work includes application development responsibility for RICEW objects (reports, interfaces, custom program development, extensions, workflows, and web services) development for one or more subsystems of a major application module. This position requires knowledge of SQL, PL/SQL, Visual Studio Team Foundation Services (VSTS), JavaScript, HTML/CSS, XML, SOAP/WSDL, Java-based languages, and the use of REST web services in JSON format. Additional responsibilities include:
- Analyzing detailed functional specifications
- Developing detailed technical specifications
- Developing customizations or workflow applications
- Identifying data migration and interface requirements
- Developing unit test plans and documenting test results
- Supporting updates and upgrade activity of ERP software
- Recommending standard ERP solutions in lieu of custom development or special project development work

- Full-time employment
- Work hours are 8:00 AM to 4:30 PM, Monday - Friday, with a 60-minute lunch.
- Telework: You may have the opportunity to work from home (telework) part-time, up to 4 days per week, with one day per week in-office at the Northwest Office Building in Harrisburg. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office in Harrisburg.
- Salary: The starting salary for this position for new Commonwealth employees may be negotiable.

REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY

QUALIFICATIONS Minimum Experience and Training Requirements:
- One year as an Applications Developer 2 or Computer Programmer 4; (Commonwealth job title or equivalent Federal Government job title, as determined by the Office of Administration); or
- Five years of information technology experience that includes three years of experience in applications development or applications maintenance; or
- Three years of information technology experience in applications development or applications maintenance, and an associate's degree in any information technology field; or
- One year of information technology experience in applications development or applications maintenance, and a bachelor's degree in any information technology field; or
- An equivalent combination of experience and training.

Legal Requirements:
- You must pass a background investigation. An applicant with a felony conviction within the last ten years of their prospective date of employment is not permitted to work for the PLCB, per section 210(c) of the Pennsylvania Liquor Code. Other criminal convictions will be reviewed on a case-by-case basis.
