Capabilities and Requirements System Architect Senior Analyst

Responsibilities:

  • As the OPNAV (N98) System Architecture (SA) Subject Matter Expert (SME), use government furnished information from OPNAV N98 staff and others, to capture the capabilities of DoD weapons systems in the form of relevant/tailored system context models which include interfaces, signals, and their types. Have exposure to DoD Architectural Framework (DoDAF) 2.02 or Universal Architecture (UAF) views that must accompany and support OPNAV (N98) requirements documents.
  • Create/update DoDAF, or other system views as needed, that support development of requirements documents using computer-based Systems Modeling Language (SysML) software tools such as Cameo System Modeler or other related software.
  • Serve as a SME to N98 personnel regarding Capability Requirements (CR), DoDAF, JCIDS and Defense Acquisition documentation processes.
  • Maintain master file/database of all OPNAV (N98) requirements documentation and current status.
  • Develop training material such as briefs, guidebooks, writing guides, and one-on-one/one-on-many procedural and best-practices training sessions. for DoDAF, or other systems views as needed, for OPNAV (N98) staff and others.
  • Provide periodic status report on requirements documents that are in staffing.
  • Serve as a resource to OPNAV (N98) staff on all requirements documentation matters.
  • Assist in development of classroom, one-on-one and one-on-many procedural and best-practices training sessions for requirements documentation, Defense Acquisition, Program
  • Management, DoDAF or other systems views, and T&E documentation for OPNAV (N98) staff.
  • Assist with program or situation specific requirements documents, Defense Acquisition, DoDAF or other systems views, and DoD T&E requirements.
  • Use government provided information and direction to draft, edit, staff and review requirements documentation including: Initial Capabilities Document (ICD), Information System (IS)
  • ICD, Software (SW) ICD, Capabilities Development Document (CDD), IS-CDD, CDD Update, Abbreviated Acquisition Program (AAP) Requirements Memorandum, Middle-Tier of
  • Acquisition (MTA) Requirements Documents, and inputs for Test and Evaluation Master Plans (TEMP), helping the OPNAV (N98) action officers create the DoDAF 2.02, or other system views as needed, their documents require.
  • Lead/facilitate Integrated product Teams (IPT) by guiding IPT members (e.g. OPNAV N98 requirements managers and Program Office engineers/acquisition experts) to use DoDAF
  • products and best practices to draft CR and other requirements documents (as described above) that align with current OPNAV and DoD policies, guidance, and format.
  • Assist in the preparation of briefing materials for use at Navy Capabilities Boards (NCB), Resources and Requirements Review Boards (R3B), and Joint/other reviews as required toinclude required DoDAF 2.02 views, or other system views as needed.
  • Attend government meetings that can influence requirements generations or updates such as: NCB, R3B, Functional Capability Board (FCB) Working Groups, FCB, Joint Capability
  • Board (JCB), Naval Aviation Requirements Group (NARG), Critical Design Reviews (CDR), and Program Reviews/ Meetings and provide requirements based analysis to OPNAV (N98)staff.
  • Infer basic use cases (i.e. ways the user can employ or makes use of a system to generate results) from government furnished information and model system architectural views that describe the interactions.
  • Assist in drafting Study Plans and guidance for Capabilities Based Assessments (CBA) and Analysis of Alternatives (AoA).
  • Monitor CBAs and AoAs and provide requirements based analysis to OPNAV (N98) staff.

Minimum Qualifications:


  • 7 years' experience working in the development of systems and systems concepts, defining system requirements, selecting technologies, and making design decisions (Journeyman
  • DoDAF architect who can create DODAF 2.02 views using specialized DoDAF software tools preferred).
  • Engineering or business Bachelor's degree
  • Two years of DoD Program Office acquisition experience
  • TOP SECRET clearance.
