Who we are and what we do:

This IT Director position will lead the backbone of technology operations that power services for millions of Tennesseans. The position supports the Department of Human Services within the Health and Social Services Domain. As IT Director, you'll drive efficiency, reliability, and innovation for the API Development, Help Desk, Support Services, Architecture, and Production Support teams. This position will be responsible for API Governance and leading the planning, implementation, operation, and maintenance of APIs and microservices. This position oversees the Help Desk and Support Services operations and ensures timely resolution of issues and high levels of customer satisfaction. Work directly with the Enterprise Architecture to ensure delivered products and services are in line with requests from technology and business partners. The position will provide guidance for the Production Support team that ensures batch processes are successfully completed. This position will also work directly with other Technology teams, Agency Business Partners, and external Vendor Partners to achieve necessary business goals.

Key Responsibilities:

Roles and Responsibilities:

1. Provide oversight and direction for the API Governance Board for Enterprise Architecture Service Layer and successfully integrate new solutions

2. Lead all API Governance efforts along with ensuring successful API builds and test processes

3. Responsible for the operation of the Help Desk and Support Services along with successful customer service

4. Provide leadership for the Production Support team, including incident management, performance monitoring, and capacity planning for batch processes and MFT

5. Define and operate Architecture Review Board governance with regular meetings and oversight against cloud architecture requests and changes

6. Assist with ensuring that monetary cloud costs are in line with the delivered products and services and not exceeding budget, while maintaining quality of service

7. Interacts in both oral and written communications with all levels of staff including but not limited to, leadership, direct reports, external vendor partners, agency business partners, and other technology teams

8. Supervise staff, directing work assignments, and initiating personnel actions, including hiring, disciplinary actions, salary, performance goals and reviews according to the States standards

9. Create a climate of creative thinking to engender IT employee engagement and develop business partner relationships

Knowledge, Skills and Abilities:

1. Knowledge of general concepts of API Governance and Software Development Lifecycle

2. Ability to resolve escalated and priority issues in a timely, solution-oriented approach, and efficient manner

3. Knowledge of general concepts and requirements regarding Agile that emphasize flexibility, collaboration, and continuous improvement

4. Proven ability to be an escalation point for critical incidents, outages, and customer concerns

5. Ability to stay updated on industry trends and best practices with microservices and APIs

6. Knowledge of development concepts, networking basics, customer service, infrastructure basics, cloud concepts, and batch systems

7. Ability to collaborate with vendor partners, business stakeholders, and technology teams such as Cloud, DevOps, and other Development teams

8. Ability to lead teams such as the API Development, Help Desk, Support Services, Production Support, and Architecture teams

9. Strong leadership presence with the ability to motivate and guide cross-functional teams

10. Self-motivated, with the ability to initiate new work without immediate supervision

11. Proven ability to troubleshoot and solve complex and indistinct problems

12. Ability to communicate with all audiences in a clear and professional written format

13. Ability to speak publicly, including large groups, with all levels of management

Minimum Qualifications:

Graduated from an accredited college or university with a bachelors degree, preferably in Computer Science or Information Systems and six years of professional level experience in information technology. Three of the six years must include managerial responsibilities.
