THE POSITION

The Department of Transportation is actively looking to hire a Roadway Programs Technician 1 to support the management of roadway programs within the Luzerne County Maintenance Office. This role involves technical responsibilities related to the oversight and administration of various roadway initiatives. A key aspect of this position is the monitoring and maintenance of the county's guiderail maintenance contract, ensuring that safety standards and operational efficiency are upheld. This is a fantastic opportunity to join a dedicated team and contribute to the vital work of maintaining and improving the county's transportation infrastructure.

DESCRIPTION OF WORK

In this position, you will be responsible for the repair and replacement of guiderails, which includes locating, inspecting, and assessing any damage. You will gather accident details from relevant police reports, prepare damage estimates, and submit repair requests to contractors. It will be essential to coordinate timely repairs, oversee the work being done, and inspect the completed tasks to ensure quality. Additionally, you will compile all necessary documentation for the department to bill the responsible parties and ensure that contractors receive prompt payment for their services. All relevant information must be accurately entered into the ECMS and SAP systems to maintain proper records.

Furthermore, you will engage in tort-related activities by collecting accident information from various sources such as news articles, radio logs, and state police reports. This will involve visiting accident sites to photograph the scene, vehicles, signage, and any pertinent conditions. You will also monitor state routes for hazardous situations and promptly report your findings to the assistant manager. Collaborating with the District LCS coordinator, you will help identify sites that require corrective action and assist in programming those necessary improvements.

In terms of service contracts, your role will include overseeing the work of independent contractors, such as those involved in tree removal and dead deer disposal. It is crucial to ensure that all contractual specifications are met, accurately record contractor hours, and schedule their work efficiently. You will also verify that tasks are completed on time and that safety protocols are strictly followed at job sites. Additionally, you will prepare Reimbursable Activity Reports for any reported damage to highway facilities, working closely with the Assistant Manager to ensure accuracy.

You will monitor bonded roads to detect any damage caused by heavy vehicle traffic and report your findings to the district bonded road coordinator. Regular meetings with district personnel will be necessary to assist in planning upgrades for guiderails throughout the county. Moreover, you will provide support to front office staff with communication and administrative tasks as needed. Lastly, you will serve as a backup for the stock clerk, creating shopping carts in SRM or Purchase Requisitions in SAP when requested. During the summer months, you will take on additional responsibilities as a backup stock clerk, while in the winter season, you may be required to work shifts in the storeroom.
