Our Integrated Project Delivery group has an immediate opening for a full-time collaborative delivery practitioner to join our national Owner's Advisor team. We are seeking a motivated, achievement-oriented individual who can help us fulfill our commitment to pursue and deliver client success on each and every project we undertake. You will work with and be mentored by nationally recognized, collaborative professionals and engineers with design-build experience.

Detailed Description:

Brown and Caldwell is seeking a senior-level professional to work within the Owner Advisor group specifically on a major program located in the DC metropolitan area. This role will concentrate on implementing collaborative delivery processes for this program, guiding the client through all aspects of the collaborative delivery journey. Responsibilities will include project definition, delivery partner procurement, preconstruction planning, execution of design and construction, and oversight during start-up, commissioning, and operations and maintenance phases. The position will focus on construction management at-risk (CMAR) and design-build (DB & PDB) delivery methods tailored to the needs of this significant program. The candidate will play a critical role in ensuring the project's success, leveraging industry best practices and innovative solutions to achieve client goals.

Characteristics of the successful candidate include attention to detail, ability to organize and delve into documentation with an understanding of design-build and collaborative delivery industry approaches, and able to provide recommendations for procurement and selection of design-build partners for our clients. The candidate shall have the proven ability to guide, lead and manage large programs and projects, multidiscipline project delivery professionals while maintaining, leveraging and expanding their relationships with local and national resources and teams. The candidate shall be self-motivated and capable of working independently and effectively with internal, client, and contractor stakeholders.

Job Expectations:



  • Lead and mentor a team of support staff to execute capital improvement programs using collaborative delivery.


  • Provide assessments and guidance regarding client/owner organizational readiness and preparation for collaborative delivery understanding, planning, development, and execution.


  • Provide guidance related to the merits of various project delivery methods and develop procurement strategies informed by best practices as an advisor to owners.


  • Prepare and make presentations to clients related to best practices for collaborative delivery (design-build in its various methodologies and CMAR) implementation.


  • Collaborate and work with internal teams and staff in planning, developing, and executing procurement documents for design-build and CMAR projects.


  • Collaborate and work with clients in developing documentation and coordinating with procurement and legal teams to support the development and execution of design-build projects during procurement, preconstruction and construction phases.


  • Support the development of procurement documents and coordinate associated technical specifications, reports, planning, and design and construction submittal reviews, calculations, models and other technical deliverables to support the owner's procurement and implementation process.


  • Develop and customize RFQ and RFP documents for procurement activities using various collaborative delivery methods.


  • Provide guidance and support in developing selection criteria and SOQ/proposal scoring criteria and approach.


  • Support owners/clients in the review of various designs and construction plans and approaches during the design and preconstruction phase of design-build and CMAR projects, including identifying and coordinating internal resources to support these services.


  • Support owners/clients in the review and validation of design-builder and CMAR construction estimates and support guaranteed price negotiations on the owner's behalf.


  • Support owners/clients in design-builder contract compliance and services during construction, including identifying and coordinating internal resources to support these services.


  • Support owner oversight of contractor work packaging strategies, change order management, and coordination between multiple active contracts.


  • Communicate effectively and coordinate with multi-discipline project teams comprised of client staff, technical resources, public entities and regulatory agencies, and subconsultants as needed.


  • Support development and communication of design-build and CMAR best practices via participation in professional organizations and conferences and internal marketing and staff development.


  • Participate in strategic planning discussions and help the owners/clients evaluate programmatic opportunities (e.g., bundling strategies, procurement phasing, resource optimization).


  • Support the development of proposal responses for developing and winning new work.


  • Position will require presence in the client's office as the primary location of work.


Desired Skills and Experience:



  • Bachelor's degree


  • Minimum 15 years of progressively increasing responsibility with experience related to design-build and CMAR procurement and delivery, including business development, procurement, owner advisor services related to collaborative delivery, and implementation of collaborative delivery projects preferred


  • Strong project management and negotiation skills preferred


  • Experience with and understanding of design-build and CMAR delivery methods required


  • Experience in project delivery in the Municipal and private sector, preferably in water and wastewater.


  • Ability to build trust and credibility with owner executives, contractors, and internal staff.


  • Experience facilitating technical workshops or market soundings.


  • DBIA Professional Certification preferred


  • Strong written and verbal communication skills with demonstrated ability to conduct effective presentations and written report preparation are essential


  • Ability to work independently as well as in a team environment and the ability to multi-task are essential


  • Valid driver's license and good driving record



Salary Range: The anticipated starting pay range for this position is based on the employee's primary work location and may be more or less depending upon skills, experience, and education. These ranges may be modified in the future.

Location B: $160,000 - $230,000
