This job does not require any leadership action responsibility. This job's responsibility in supporting the implementation of new programs initiatives or solutions consists of answering questions or disseminating information. This job does not require the responsibility of managing leading others.

Key Accountabilities
  • This job is not only expected to identify problems as they occur, based on the immediate symptoms, but also look at the context of the problem, and uncover related issues. With respect to availability of information used to make decisions, facts are lacking, misleading or in a form not readily usable. Additional research and inquiry is necessary. The type of analysis most often required to solve problems encountered involves examining and analyzing information in accordance with existing principles and practices. This requires the development of ideas which have a positive impact on existing methods, services, or procedures. In the absence of guidelines or stand operating procedures, this job has considerable responsibility for decision making. Work may be occasionally reviewed. After each problem is identified this job's role in developing recommendations is to recommend the solution(s) for the problem. For implementing solutions, this job has some role in defining the procedures and changes necessary to implement the results.
  • This job requires the exchange of factual information with directors outside its own organizational unit, supervisors outside its own organizational unit and employees outside its own organizational unit. This job requires giving advice/counsel to managers, directors inside its own organizational unit, supervisors inside its own organizational unit, and employees inside its own organizational unit.
  • This job exchanges factual information with consultants, industry associations, media/press, other utilities, outside legal services, and public relations/advertising agencies. This job gives advice/counsel to community leaders, community organizations, elected government officials, industrial customers, municipalities, professional contacts/associations, prospective customers, and residential and commercial customers.
  • This job requires occasional advising or recommending, participation meetings or group discussions, persuading or influencing, and problem solving. Additionally, this job requires weekly negotiating.
  • This job requires occasional leading of meetings or facilitating of group discussions. This job requires weekly preparation of computer/systems documentation, internal memoranda, and letters. Additionally, this job requires daily preparation of contracts and form letters.
  • This job requires planning work for itself only. It identifies requirements as an input to budget development and obtains supervisory approval for use of funds. The work flow is organized in such a manner that frequently multiple tasks must be handled at one time; conflicting priorities are reviewed with the supervisor and shifted to meet deadlines.
Qualifications
  • This job requires a working knowledge of PC applications software (spreadsheets, graphics, database managers, etc.). Additionally, this job requires an advanced knowledge of library/reference services, reprographics/micrographics, and telephone skills.
  • This job requires a working knowledge of customer service. Additionally, this job requires an advanced knowledge of complaint resolution.
  • This job requires an expert knowledge of real estate/rights of way.
  • This job requires a working knowledge of real estate. Additionally, this job requires an advanced knowledge of contracts.
  • The typical formal education level required to do this job is high school or equivalent. The preferred formal education level is a technical diploma or Associate's degree. The minimum prior job-related experience necessary to do this job is five years, but less than seven years. To be fully proficient in this job, five years but less than seven years prior job-related experience
